In the era of local autonomy, local governments need differentiated women 's policies that match local characteristics. This study analyzed the contents of the women 's policy implementation and the responsible organization from the first to the sixth term in Jeollabuk – do. In addition, we investigated the system of women 's policies of 17 wide - area local governments, and based on the interviews with women policy officers, we devised measures to spread gender mainstreaming in Jeollabuk - do. As a result of research, the status and role of women's policy organizations have been weakened continuously since the first civilian period of Jeollabuk-do, This study suggests the following five measures to promote gender mainstreaming in Jeollabuk - do and to raise gender equality as a national task. First, it is necessary to strengthen women's policy implementation system and dedicated organizations. For this purpose, it is necessary to establish a women's policy organzation directly under the head or the body, or to reorganize the current Welfare Women's Health Bureau system. Second, it is necessary to enhance the independence and role of women's policy research institutes, which are currently affiliated with the institute. Third, it is the activation of the gender equality committee. Fourth, it is the formation of an organic relationship between Jeollabuk-do and the Women's Policy Research Institute. Finally, it is necessary to build and revitalize gender governance, which includes not only administration but also gender experts, NGOs, parliament, and media

지방자치 시대에 지방정부는 지역 특성에 맞는 차별화된 여성정책이 필요하다. 본 연구는 자치단체의 성주류화 확산을 위하여 전라북도의 민선1기부터 6기까지의 여성정책추진내용과 담당기구를 분석하였고 17개 광역지자체 여성정책추진체계와 여성정책담당자와의 인터뷰를 바탕으로 전라북도의 성주류화를 확산하기 위한 방안을 도출하였다. 연구의 결과 전라북도는 민선 1,2기 이후로 지속적으로 여성정책담당기구의 위상과 역할이 약화되었으며 이는 여성정책의 약화로 나타남을 알 수 있었다. 본 연구는 전라북도의 성주류화확산과 국가적 과제인 성평등제고를 위해 다음의 5가지 방안을 제시하였다. 첫째, 여성정책 추진체계와 담당기구의 강화가 필요하다. 이를 위해 단체장 또는 부단체장 직속의 여성정책담당기구의 설치 또는 현재의 복지여성보건국 체계의 개편이 필요하다. 둘째, 현재 연구원의 부설기관으로 되어 있는 여성정책연구전문기관의 독립과 역할의 제고가 필요하다. 셋째, 성평등위원회의 활성화이다. 넷째, 전북도와 여성정책연구소와의 유기적인 관계형성이다. 마지막으로 행정뿐만 아니라 젠더전문가, NGO, 의회, 언론 등이 참여하는 젠더거버넌스의 구축 및 활성화가 필요하다
