President Moon Jae-in, Korea, declared that he will go to the era of enucleation in the ceremony for the permanent suspension of Kori Nuclear Power Plant near Busan. This is a reflection of the paradigm shift in energy policy in Korea. There are different views on nuclear power generation. On the one hand, some argue that nuclear power is clean and cheap, while others criticize it as unsafe and uneconomic. Especially after the Fukushima nuclear power plant explosion in Japan, this debate has become even more intense. The purpose of this study is to analyze the contradictory claims about nuclear power generation using policy argument theory. Nuclear power is contradictory to the underlying theory or belief. On one side, the Korean nuclear power plant is safe because it is designed to be safer than the Japanese Fukushima nuclear power plant, and it claims to be more economical than other power sources. On the other side, the nuclear safety myth has collapsed and it is no longer economical considering post-processing costs. Now, nuclear power generation policy should go through public discussion process. That way, the policy will evolve and gain support from many people.

문재인 대통령은 고리원전 1호기 영구정선포식에서 탈핵시대로 갈 것이라고 천명하였다. 이것은 에너지정책의 패러다임의 전환을 예고한 것이다. 원자력발전에 대해 깨끗하고 값싼 에너지라는 주장과 안전하지 않고 경제성이 없는 불확실한 에너지원이라는 비판이 존재하고 있다. 특히 후쿠시마 원전폭발사고 이후 이러한 논쟁은 더욱 치열하게 전개되고 있다. 본 연구에서는 정책논증이론을 활용해서 원자력발전에 대한 상반된 주장을 분석하고자 한다. 원자력발전에 대해서는 근거하는 이론이나 신념에 따라 상반된 주장을 하고 있다. 한쪽에서는 우리나라의 원전은 일본의 후쿠시마 원전보다도 안전하게 설계되었기 때문에 안전하고 다른 전원보다는 경제성을 갖고 있다고 주장한다. 다른 한쪽에서는 원자력 안전신화는 붕괴되었고, 사후처리비용을 고려하면 더 이상 경제적이지도 않다고 주장한다. 이제는 원자력발전정책도 공적 토론과정을 거쳐야 한다. 그래야 정책이 진화하고 많은 국민들로부터 지지를 얻게 될 것이다.
