The purpose of this study is as follows: first, pointing out the problems of ethno-centred nationalism in the unification education of school in South Korea; second, establishing the relationship between 'security' that supports the national basis and ‘unification’ as one of national policies; third, presentation of the right direction for the unification education in the public education. With the recent progress of North-South Korean relation, the slogan, so-called “the promotion of unification policies based on solid security” is losing its persuasiveness. The recognition of it has considered to be raised from the fact that generally the public scope of the North policies in the extension of domestic policies. Fundamentally, it is considered that they can not recognize the relationship between the national security and the unification properly. While the security was developed conceptually from the traditional security to the comprehensive security of today, it is essentially based on the “security of nation.” Ultimately the national security is the most important factor in the national affairs. Accordingly, a security is a concept that shares the life with the nation, while the unification is simply a part of national policies. The security should not be yielded or underestimated in favor of unification. Premising the establishment of right relation between both concepts, this study presented several development plans for unification education in the moral education.

본 연구는 한국의 학교교육에서 통일교육이 안고 있는 민족중심주의에 대한 문제점을 지적하고, 국가의 근간을 지탱해 주는 '안보'와 국가의 정책 중의 하나인 '통일'과의 관계를 정립함으로써 국가 교육과정에 의해 진행되는 공교육에서의 통일교육을 위한 바른 방향을 제시하는 데 그 목적을 두고 있다. 특히 통일관련 중핵과목인 초중등의 도덕교육에 초점을 두고 분석한다. 최근 남북관계의 가시적 진전으로 인해 소위 “튼튼한 안보를 토대로 한 통일정책 추진”이라고 하는 슬로건이 설득력을 잃어가고 있다. 이와 같은 인식은 대체로 일반 국민이 대북정책을 국내정책의 연장선 속에서 바라보고 있기 때문에 비롯된 것으로 본다. 필자는 더 근본적인 근원은 국가안보와 통일의 관계를 제대로 인식하지 못한 데서 비롯된 것으로 본다. 안보는 전통적인 안보개념에서부터 오늘날 포괄적 안보(comprehensive security)의 개념에 이르기까지 많은 개념적 발전을 이루어왔지만, 그 근본적인 바탕은 “국가의 안전보장”에 있다. 결국 국가의 안전을 보장하는 일은 국가대사 중에서 가장 중요한 것이다. 따라서 안보는 국가와 생멸을 같이하는 개념이며, 통일은 국가의 정책 중의 일부일 뿐이다. 통일을 위해 안보가 양보 되어야 한다거나 과소평가되어서는 안된다. 이와 같은 양 개념간의 올바른 관계설정을 전제하고, 학교 도덕교육에서의 통일교육을 위한 몇 가지의 발전방안을 제안했다.
