The new growth engine development is a project to put the national budget to nurture and occupy new industry for future economic growth. The purpose of this study is to construct an evaluation model for the new growth engine development project. In particular, there is a need for standards that can evaluate new growth engine development projects with consistent and clear standards that take into account both market, policy and technology. Using the fuzzy Analytic Hierarchy Process (AHP) applied in this study, the problem of subjectivity of judgment and ambiguity of linguistic response can be solved to some extent. The results from fuzzy AHP showed that the reality is more appropriate for describing the problem than typical AHP. The results of this study can be used as a reference for what attributes should be taken into consideration when selecting and evaluating new growth engine development projects from a comprehensive viewpoint.

국가 신성장동력 육성사업은 미래 경제성장을 위한 신산업을 육성, 선점하기 위해 국가의 예산을 투입하는 사업이다. 많은 나라들이 이러한 미래 성장동력 선점을 위해 정책과 예산 지원을 확대하고 있다. 본 연구는 신성장동력 육성사업의 평가모형 구축을 목적으로 한다. 특히 시장과 정책, 기술을 모두 고려하는 일관되고 명확한 평가 기준이 필요하다. 본 연구에서 적용하는 퍼지-계층화분석법을 활용하면, 판단의 주관성의 문제 및 언어적 응답의 모호성의 문제를 일정 부분 해소할 수 있다. 본 연구는 우선 퍼지-계층화분석법을 적용하기 위해 먼저 평가 지표가 가져야할 속성을 식별하고, 이를 계층화·구조화하는 과정을 진행하였다. 그 다음 다양한 분야의 전문가 조사를 통해 세부 평가속성들의 가중치를 도출하였다. 퍼지-계층화분석법에 의한 분석 결과, 가장 중요한 속성으로 시장(산업) 규모가 선정되었으며, 그 다음으로 기술 융복합 기여효과 산업 수명주기 등이 그 뒤를 이었다. 한편 본 연구는 퍼지-계층화분석법과는 별도로 기존에 널리 활용되어 온 일반적인 계층화분석법의 적용결과도 비교 분석하였으며, 응답의 모호성을 반영한 퍼지-계층화분석법이 현실을 문제를 설명하는데 좀 더 적합한 것으로 드러났다. 본 연구의 결과는 종합적인 관점에서 신성장동력 육성사업의 선정, 평가시 어떤 속성들을 중요하게 고려해야 하는지에 대한 참고 자료로서 활용될 수 있을 것이다.
