The problem we have with society is that we can point out the problem of air pollution caused by a rapidly increasing number of cars. As a result, the use of bicycles has attracted a great deal of attention as an alternative means of transportation due to the seriousness of exhaust gas caused by automobiles. In order to solve these problems, advanced bicycle countries such as Germany and Denmark are planning to change the transportation policy from car centered traffic culture to bicycle center. In Korea, bicycle-related policies, one of the green growth transportation policies, are being implemented to solve environmental problems caused by traffic problems. At this point, it is meaningful to suggest ways to revitalize bicycle use, an eco-friendly green transportation system. In this study, we tried to find possible countermeasures for Jeonju city in Korea through cases of other countries. As a result, in case of Jeonju city, the public transportation and bicycle use is being activated, and the policy direction of the future transportation of Jeonju city is shifted from the center of automobile to the center of bicycle and pedestrian, In conclusion, it is necessary to actively support the efforts of Jeonju city, and it is necessary to support the central government, participate in civic organizations and citizens.

오늘날 우리 사회가 안고 있는 문제 중 하나는 산업화와 함께 급격히 발달해 온 자동차 증가로 인하여 배출되는 대기환경 오염문제를 지적하지 않을 수 없다. 따라서 자동차로 인한 배기가스 심각성으로 인해 이를 대체할 교통수단의 대안으로 최근 자전거의 이용이 각광받고 있다. 이미 독일이나 덴마크 등 자전거 선진국에서는 이러한 문제점을 해결하기 위해 승용차 중심의 교통문화에서 자전거 중심으로 교통정책의 변화를 도모하고 있다. 우리나라에서도 교통문제로 인한 환경문제를 해결하기 위하여 녹색성장(Green Growth) 교통정책 중 자전거와 관련된 여러 정책들을 현재 시행 중에 있다. 이 시점에서 친환경적 녹색교통수단인 자전거 이용활성화 방안을 제시한다는 것은 나름의 의미성을 가지고 있다고 할 수 있다. 본 연구에서는 해외 선진 사례를 통해 우리나라 전주시에 적용 가능한 대응방안을 모색하고자 하였다. 그 결과 전주시의 경우, 대중교통과 자전거 이용이 활성화 되고 있고, 전주시 미래 교통의 정책 방향을 자동차 중심에서 자전거와 보행자 중심으로 전환하고, 대중교통수단을 활성화 하는 인간 중심의 교통정책으로 목표를 설정하여 실천하여야 할 것이다. 이를 위해서 전주시의 적극적인 의지 및 노력이 이루어져야 하고, 중앙 정부의 지속적인 지원과 민간단체 그리고 시민들의 적극적이 참여가 필요하다고 할 수 있다.
