Since the inauguration of President Mun Jaein, the core direction of government operations emphasizes economic growth and the future of the job, the tourism industry is also recognized as the driving force of the national growth industries. In order to ensure the safety of its tourists, the government launched the Seoul Tourist Police (101 people) on October 16, 2013, and is operating in Busan (35), Incheon (24), and the Tourist police agency in July 2014. The tourist police provide a variety of tourist policing services such as crime prevention, illegal activities, tourist inconvenience, tourist information, and tourism in Korea, where all tourists looking for a comfortable and enjoyable journey. These tourist police are expected to play a lot in the upcoming event of the Pyeongchang Winter Olympics in 2018. Also, due to the holding of the Pyeongchang Winter Olympics in 2018, tourist destinations across the country are expected to be more likely to be visited by foreign tourists, and the need for tourism police and police officers to promote various activities to ensure the safety of tourists is being raised. The purpose of this study is to provide a plan for the development of tourist police through the analysis of the importance and factors for the development of Korean tourism police, in order to be prepared for the daily use of foreign tourists visiting national tourist destinations. In order to perform the purpose of such research, the study conducted an analysis on the four factors of the 'political factors, the factors, the organizational factors, and the socio-cultural factors ' as a factor of the development of the tourism police. As a development measure, "to raise a long-term promotion system for tourism policy, to strengthen the Government's tourism Organization, to promote the role of tourism police in the police organization, Gyeongjeㆍ social ㆍ Cultural Factors" was presented mainly.

문재인 대통령 취임 이후 국정운영의 핵심방향이 경제성장과 일자리 내세움을 강조함에 따라 관광산업도 국가성장 산업의 동력으로서 그 중요성이 인식되고 있는 실정이다. 이에 정부는 관광객들의 안전을 보장하기 위하여 2013년 10월 16일 서울 관광경찰대(101명)를 출범하였고, 2014년 7월 부산(35명), 인천(24명)의 관광경찰대가 출범되어 운영 중에 있다. 이러한 관광경찰은 관광지의 범죄예방, 불법행위 단속, 관광불편처리, 관광안내 등 다양한 관광치안서비스를 제공하며, 대한민국을 찾는 모든 관광객들이 편안하고 즐거운 여행이 되도록 관광한국의 지킴이 역할을 수행하고 있다. 이러한 관광경찰은 앞으로 다가올 2018년 평창 동계올림픽 개최시에도 많은 역할을 할 것으로 기대하고 있다. 또한, 2018년 평창 동계올림픽 개최로 인하여 국내 전국의 관광지는 많은 외국인 관광객들이 방문할 개연성이 높을 것으로 예상되고 있으며, 이에 관광경찰과 경찰은 관광객들의 안전을 도모하기 위한 다양한 활동을 추진하여야 할 필요성이 제기되고 있다. 이에 이 연구는 외국관광객의 전국 관광지 방문의 일상화에 대비하기 위하여, 한국 관광경찰의 발전요인에 대한 중요성과 요인별 분석을 통하여 관광경찰의 발전방안을 제시하는 데 그 목적이 있다. 이러한 연구의 목적을 수행하기 위하여 이 연구는 관광경찰의 발전요인으로 ‘정치적 요인, 행정적인 요인, 조직적인 요인, 사회ㆍ문화적인 요인’의 4가지 요인을 개념 정의 및 요인분석을 실시하였으며, 발전방향으로서 ‘관광정책에 대한 중장기적인 추진체계 마련, 정부내 관광조직차원의 대응강화, 경찰조직내의 관광경찰의 역할증진, 경제ㆍ사회ㆍ문화적 요인’을 제시하였다.
