This paper analyzes Korea's past Dokdo-related policies. After the Korea War, from Rhee Seungman to Lee Myungbak, 10 presidents took power. This paper deals with the Dokdo-related policies of Rhee Seungman, Park Chunghee, and Roh Moohyun administrations. It is because during these three periods, many references to Dokdo were found in the Japan Diet's stenographic records. This paper analyzes how Korea's Dokdo-related policies have been dealt with in Japan Diet's stenographic records. According to the Diet's stenographic records, Japan has aimed to strengthen its claim over Dokdo through the abolishment of the Peace Line during the Rhee Seungman administration, through normalization of diplomatic relations and bringing suit to the ICJ during the Park Chunghee administration, and through internationalization of the Dokdo dispute during the Roh Moohyun administration. On the other hand, Korea has continued to regard the Dokdo issue as a historical issue not a dispute, and has ignored Japan's claims over Dokdo. Thus, Korea's Dokdo-related policies have been focused on domestic publicizing and claims based on historical evidence, while Japan's policies have been focused of international publicization through bringing the case to the ICJ.
