The increasing pattern of property damage of heavy snowfall disasters has been observed due to the frequent occurrence of natural disasters by recent climate change phenomena. Heavy snowfall disasters could result in facility collapse, agricultural and livestock losses, and traffic congestion, which emphasizes the importance of the efficient response to the disaster. As for statistical analysis, the variable of property damage from snowfalls was regressed on snowfall amount, temperature and rural area ratio during the period of 2005 to 2015. The results show that the size of property damage from heavy snowfall disasters increased with higher amount of snowfalls, lower temperature, and higher rural area ratio. The research findings are expected to provide the policy guidelines to the local governments which are vulnerable to heavy snowfall disasters during the winter season.

최근의 기후 변화 현상으로 자연 재난이 빈번하게 발생하면서 대설 재난에 의한 피해도 증가하고 있다. 대설 재난은 인명 피해 이외에도 시설물 붕괴, 농⋅축산물 피해, 교통 혼잡 등의 피해를 주고 있다. 따라서 겨울철 기상 변화로 인한 대설 재난의 효율적 대처는 매우 중요하고 볼 수 있다. 본 연구는 대설 재난 피해에 미치는 요인들을 알아보기 위하여 강설량, 기온, 비 도시화 지역 면적 비율 을 변수로 하여 회귀 분석을 실시하였다. 분석에 사용된 자료는 2005년부터 2015년까지 대설 재난에 의해 발생한 피해액 데이터와 대설 재난 발생 기간의 기온 데이터, 강설량 데이터, 각 행정 구역별 비 도시화 면적 비율이다. 분석 결과 대설 재난 피해액은 강설량이 많을수록, 기온이 낮을수록, 행정 구역의 비 도시화 지역 비율이 높을수록 많은 것으로 나타났다. 본 연구의 결과는 겨울철에 대설 피해로부터 취약한 지자체의 대설 재난 예방 정책을 수립하는데 기여할 수 있다.
