Japan’s Shinzo Abe administration has introduced defense policy reforms under the banner of ‘proactive pacifism’ since his second term as prime minister in 2012. This paper analyzes the relationship between military research and academism, the issue raised by Abe’s return to military research at universities while transforming Japan into a normal country. The Science Council of Japan(SCJ) adopted statements banning military research in 1950 and 1967 respectively based on the bitter lessons of World War II, in which Japanese scientists contributed to the war, and the statements are still valid. However, the Abe administration has increased the budget for military research to develop dual-use technology and strengthen the U.S. and Japan alliance through cooperation among the public, private and academic sectors. A new statement issued by the SCJ in 2017 following a review of past statements to uphold rejection of military research indicates Japanese scientists’ determination both to return Japan’s peace-loving nature and to preserve academic freedom.

일본 아베(安倍晋三) 정부는 2012년 재집권 이후 ‘적극적 평화주의’라는 명목 아래 방위정책의 대전환을 모색하고 있다. 본 논문은 ‘보통국가 일본’을 지향하는 아베 정부가 대학에서의 군사연구 활성화를 추진하면서 쟁점이 되었던 일본의 군사연구와 아카데미즘 간의 관계를 분석하고자 한다. 전후 일본학술회의는 1950년과 67년 성명에서 제2차 세계대전 당시 과학자가 전쟁에 가담한 반성에서 군사연구를 금지하는 결의를 표명했고, 지금까지 이러한 원칙은 일본의 연구자에게 적용되어 왔다. 하지만 아베 정부는 ‘민관학’을 통한 듀얼 유스(dual use) 기술 촉진, 미일동맹의 강화 측면에서 군사연구를 위한 연구비 조성을 증액하고 있다. 결국 일본학술회의는 2017년의 새로운 성명에서 과거 두 차례 성명을 계승하면서 정부 주도의 군사연구에 반대한다고 발표했다. 이는 아베 정부의 ‘보통국가 일본’ 추구에 대해 일본 연구자들이 ‘평화국가 일본’과 학문의 자유 수호 의지를 표명한 것이라는데 의의가 있다.
