The Study on the Status and Role of Presidential Committee Focusing on the Presidential Committee on National Balanced Development for Gevernmental Productivity Improvement

There is a growing preference for committee-type organization to respond properly to diverse and complex change of public administration demand. Particularly in the Participation Government of Korea, 11 presidential advisory committees are involved in policy making process deeply with presidential support. Considering the hyper level of status and distinctive role of them in Korean administrative context, it is necessary to study their status, role, behaviour and problems during policy making process in terms of its contribution to the governmental productivity. The objective of this article is to analyze presidential advisory committee focusing on National Balanced Development Committee from the viewpoint of institutional aspect and empirical aspect to qualitatively and exploratorily evaluate its potential influence on governmental productivity.It is found from the research that the committee has an ambiguous role in the process of governmental decision making and, thus it is likely to hamper governmental productivity. As a conclusion, it is suggested that presidential committee should be either advisory committee or administrative committee to have a adequate position in the process of governmental decision making to contribute to improvement of governmental productivity.
