A Study on the Efficient Operation of Personnel Management Systems in Quasi-Governmental Organizations

Recently many quasi-governmental organizations have coexisted with governmental organizations. Special interests are placed on these organizations because these organizations execute public functions and are operated with taxes paid by the people. One of the ways to materialize the small but efficient government to increase the competitiveness of the government is to improve personnel management systems efficiently. The purpose of this study is to propose more efficient personnel management systems in the quasi-governmental organizations. This study finds out the following problems. 1. the lacking of systematic personnel management systems 2.the absence of personnel management organization for quasi-governmental organizations at the government level 3. the inadequacy of appropriate laws and regulations 4. the deficiency of job analyses for executive officers 5. the closed and cloudy selections for executive officers 6. the efficient management for the quasi-governmental organizations This study suggests the following proposals for improvement of personnel management of quasi-governmental organizations. 1. establishing systematic personnel management systems in the government level 2.appropriate proper personnel management systems according to their characteristics. 3. expanding human resources pool for executive officers 4. reform of related laws and regulations 5. performing job analyses for executive officers
