Productivity of the Promotion Policies on e-Trade Platform

Korean government has promoted the e-trade based on the Electronic Commerce Law since 2000. However, the policies has been changed from the provision of IT infra and homepage portalization toward the direct and indirect export participation. The e-trade platform could represent one of this kind of policies. Through KTNET, government developed and distributed the XENI Trade Partner Lite & Plus for the effective participation of small and medium sized companies into e-trade. However, the psychic and economic barriers of the solution could keep the companies from participating the e-trade practices. The study aimed to analyze the background of these bottlenecks of the promotion policies on the e-trade platform and to increase the productivity of the policies. The study suggests that the market-oriented universities could be the effective participants for development and utilization of the e-trade platform as the collaborator, integrator and web-service provider. It is very crucial for the policies should be based on behalf of the companies as users, not of the government itself or intermediaries such as Korea Trade Association or solution developer.
