Since 1994, the history of investments in social overhead capital by private groups to settle down the budget problem of the government and introduce efficiency into the public sector has been over twenty years. Beginning with the construction of the Inchon International Airport Highway, there are now eight expressways that are managed by the civilian sector. The goal of this paper is to investigate if there was any improvement in efficiency when construction and management of the highway is held by a private group. By means of the DEA model, we tried to compare the cases of the privately(civilian) and the governmental owned(public expressway corporation D) highways. The expected results are as follow: Highways owned by he public expressway corporation D scored higher in efficiency of construction, operation and management, while the civilian sector had in average a higher efficiency in profit making.

정부의 예산부족을 해결하고 민간의 효율성을 공공부분에 도입하고자 사회간접자본에 대 한 민간자본 유치사업이 1994년 도입된지 20년이 넘었다. 고속도로 부문에서도 인천국제 공항고속도로를 시작으로 하여 현재 8개의 민자고속도로가 완공되어 운영하고 있다. 이 논 문은 고속도로민간투자 사업이 건설, 운영관리 측면에서 효율성이 제고되었는지를 검토하 는 것이 목적이다. 이를 위해 DEA모형을 이용하여 민자건설 고속도로와 D공사 건설고속 도로를 비교하여 검토한다. 연구결과는 다음과 같다. 민자와 D공사의 건설 효율성, 운영 및 유지관리 효율성은 D공 사가 높게 나타난다. 반면 수익효율성은 전체 평균으로 민자사업자의 효율성이 높게 나타 났다.
