As a dynamic force for global growth of Korean SMEs, R&D on managerial innovation emerges as the important target for policy support to expand the basis for economic growth and create "quality" jobs, and to enhance consumer welfare. However, the present support system has not been formed. It is consequently required to find the system of classification and define R&D on managerial innovation in order to increase the efficiency of support. Especially, it should promote the business productivity and optimize the performance of policy support by grasping the target, range, and effect of support. It can be also completed by simplifying the selection and evaluation process to save cost and time through approval principal, criteria, and index of R&D on managerial innovation. As a result, this study expects to strengthen the global competitiveness by promoting the ability of managerial innovation and the productivity advance as spreading the successful results to SME's management by inducing the advanced science for R&D on managerial innovation. The actual condition of existing study has been reviewed in advance with the interview and preceding research at home and abroad. From this, the research process improves the quantity and quality of contents, and indicates the distinctive and originative outcome by using the comparative analysis and statistics. The unique of this study is that the concept and classification of R&D on managerial innovation for the service industry of Korean SMEs are established based on the approval principal and criteria for R&D decision.

경영혁신 R&D 분야는 중소기업의 글로벌 성장 동력원으로서 우리 경제의 성장기반 확 충과 양질의 일자리 창출, 그리고 소비자 후생의 증대를 위해 매우 중대한 정책지원 대상 으로 부상하고 있는 바, 현재 관련 정책지원체계가 정립되어 있지 못하고 있다. 따라서 지 원효율성 제고를 위해 경영혁신 R&D의 정의 및 분류체계의 정립의 필요성이 요구된다. 특 히 지원대상과 범위 그리고 지원효과 등을 명확히 파악하고 지원 선정에 필요한 경영혁신 R&D 인정원리 및 기준 그리고 인정지표를 개발함으로써 지원업체선정 및 평가절차의 간 소화를 실현하고 동시에 지원비용 및 시간 절약을 도모함으로써 경영 생산성 향상을 도모 하고 정책지원의 성과를 극대화하여야 할 것이다. 따라서 본 연구는 중소기업 내 경영혁신R&D를 확산하여 과학적 관리를 유도하고 이의 성공사례를 중소기업경영에 파급확산시킴 으로서 한국 중소기업의 경영혁신능력을 제고하고 생산성향상을 도모하여 궁극적으로는 글 로벌 경쟁력을 강화하고자 한다.
