This paper focuses on the backgrounds and role of Balanced Scorecard as a performance management system. It provides a critical review on implementation of BSC and its practical application in public sector. The classic BSC scheme identified four perspectives, that is, financial, customer, internal processes, and learning & growth perspectives. A key issue facing work group in introducing BSC is how to apply a set of measures connected into organizational strategy. To address this problem, two cases in public sector were examined. The results showed the application should be approached based on where will be used, and its contexts. It means that is above all essential to analyze what BSC is required for.

본 논문은 조직 성과관리 도구로서 균형성과관리시스템(BSC)의 공공분야에서의 활용방안에 관해 다루었다. 먼저 그 의의와 배경을 살펴보고 그것을 적용활수 있는 실행방안을고찰하였다. 공공분야를 중심으로 재무, 고객, 내부프로세스, 학습과 성장이라는 관점에서BSC 요소를 살펴보고 이를 전략적 요소와 결합하기 위한 접근방법을 살펴보았다. 연구결과 BSC를 조직성과의 전략적 측면과 연계하는 데는 일정 요건이 요구되는 것으로 나타났다. 무엇보다, 성과관리를 필요로 하는 조직의 특성과 목적에 맞는 맞춤형 모형개발을 하는것이 중요한 것으로 나타났다. 조직이 갖는 전략적 환경을 이해하고 이것을 각 요구사항과일치시키는 것이 필요하며, 더 나아가 조직 내 모든 구성원의 관심 또한 성공을 위한 주요변수인 것으로 분석되었다.
