In this paper, we analysed the absolute and conditional convergency hypothesis and the determinants of productivity in manufacturing industries from 2000 to 2009 with seoul metropolitan regions(Seoul, Gyeonggi, Incheon) by using panel analysis. In terms of convergency hypothesis test, all of the seoul metropolitan regions reject the null hypothesis(H0) except Incheon implying the labor productivity of the seoul metropolitan regions converged to the steady state equilibrium except Incheon in terms of conditional convergency. In addition, the speed of absolute convergency in Seoul show that Jungnang and Dongjak gu are the fastest regions in Seoul, but Gwanak and Nowon gu are the fastest regions in terms of conditional convergency. Jongno gu is the slowest region for the both convergency hypothesis. For the Gyeonggi province's 31 regions, it is difficult to estimate the speed of convergency due to varying of regional characteristics. For the Incheon, each region has the different speed of convergency showing that Ganghwa is 1.72% and Junggu is 1.52%. In addition, the results of the determinants of the labor productivity in manufacturing industry show that human capital doesn't affect to the value-added per capita in Seoul and Gyeonggi province but affect to Incheon. In addition, manufacturing location and government expenditure per capita coefficient affect to the value- added per capita in Seoul metropolitan regions significantly. Hence, for the total factor productivity, the government has to revise the balanced regional development policy to develop regional manufacturing industries with R&D activities.
