In Japanese society, culture was mentioned after the modern era. The formative period for the modern era considered culture as the highest spiritual product in Japanese intelligence society. The latter part of the 19th century, however, in which the system of the modern nation had almost been established, showed the tendency that perception about culture had coalesced in to nationalism. Coincidentally, the perception of culture was starting to become popular. The revaluation movement about Japanese society that had appeared expansion of perception for culture and cultural entities of Japan had been observed in a more specific form through the Taisho period. Centralization around pundit class had emerged new movement to reinterpret Japanese culture from Japanese tradition. Furthermore, a new stream that had attempted to embrace Japanese culture as a pop culture had evolved through the development of capitalism at the same time. The aim of this paper is to determine how the ruling class in Japan perceived Japanese culture during their policy of foreign expansion. Additionally, based on the first question, the present paper attempts to investigate in detail how they utilize Japanese culture as diplomatic means. This paper demonstrates the historical foundation of Japanese society about the perception of Japanese culture.

일본사회에서 「문화」가 언급되기 시작한 것은 근대이후이다. 근대사회 형성기 일본의 지식인사회는 「문화」를 「고도의 정신적인 소산」으로 파악했다. 그러나 근대국가의 시스템이 거의 완성된 19세기 말이 되면 국내외 정세의 변화를 반영하여 「문화」에 대한 인식이 내셔널리즘과 결합하는 경향을 보고, 동시에 「문화」에 대한 인식도 대중성을 확보하기 시작한다. 문화에 대한 일본사회의 인식확대와 일본문화에 대한 재평가 움직임은 다이쇼시대(大正)를 거치면서 보다 구체적으로 나타났다. 식자층을 중심으로 일본의 전통 속에서 「일본문화」를 발견하여 근대적으로 재해석 하려는 움직임과 자본주의의 발달과 함께 형성된 대중사회 속에서 「대중문화」로 수용하려는 흐름이 동시에 형성된다. 특히 전자는 일본의 본격적인 대외침략과정에서 싹트기 시작한 「일본문화」의 대외선양(宣揚)의식과 맞물리면서 「문화」에 대한 인식이 보다 국수적인 성격을 띠게 되고 개념자체도 탄력적으로 해석하는 경향이 짙어진다. 이 무렵부터 일본은 국제적인 지위변화를 반영하여 「동방(東方)문화」를 대표하는 일본의 문화･사상의 「해외선양」을 국가의 주요정책으로 설정했다. 이 과정에서 일본문화는 재평가되기 시작했다. 이에 본고에서는 제국일본의 지배층이 대외팽창과정에서 「일본문화」를 어떻게 인식하여 외교수단으로 활용했는가를 구체적으로 분석하여 일본문화인식에 대한 일본사회의 역사적 기반을 검토했다.
