This paper discusses the rural migration policy for urban residents, which became operative as a measure to increase the population of rural villages in Japan. Due to their declining populations, Japanese rural villages experienced local problems such as the collapse of the community and unemployment. On the other hand, urban residents’ tendency to move to rural villages is significant, especially for people from the younger generations in their 20s and 30s after the 3.11 earthquake. Against this background, the Ministry of Internal Affairs and Communications in Japan enforced the ‘Local revitalization assistant members (地域おこし協力隊) system’ as a rural migration policy by promoting the needs of and responding to activism from urban residents in 2009. This paper provides an overview of the migration trend to rural villages and the effect of the ‘Local revitalization assistant members (地域おこし協力隊)’ system. In addition, it refers to the problems and challenges associated with the operation of this system, the implementation of which is expected to increase in the future.

고령화와 저출산으로 인해 인구감소문제가 현저한 일본의 지방은, 커뮤니티 붕괴의 위기, 일자리의 부족, 도시부와의 격차 등 많은 문제를 안고 있다. 한편, 도시민의 전원회귀 현상과 라이프 스타일의 변화 및 퇴직 후 노후생활을 보내기 위해 지방으로 향하는 도시민이 증가하고 있는 가운데, 2011년 동일본대지진 이후에는 20대와 30대를 중심으로 한 젊은 세대의 지방이주가 차츰 증가하고 있다. 지방으로 향하는 도시민이 증가함에 따라, 도농교류를 적극적으로 시행하고, 도시민을 유치하여 고령화 및 과소화된 지역사회의 활성화를 꾀하려는 일본 각 지자체의 움직임이 활발해지고 있으며, 일본 중앙정부의 총무성은 2009년에 도시민의 지방이주 및 정주정책의 일환으로서 지역부흥협력대(地域おこし協力隊) 제도를 시행하여 도시부의 젊은 인재를 지방으로 적극적으로 유치하여 이주 및 정주를 꾀하고, 지역활성화의 인재로서 활용하고 있다. 본고에서는 지역부흥협력대 제도를 운용하고 있는 일본 후쿠오카현 야메시(八女市)와 나가사키현 쓰시마시(対馬市)의 지역부흥협력대의 활동사례를 통해 지방이주정책으로서의 본 제도의 특징과 지역활성화의 인재로서 활동하고 있는 협력대원의 역할과 지역활성화에 끼치는 효과에 대해 살펴보았다. 더불어, 향후 증가할 것으로 전망되는 본 제도의 운용에 따른 문제점과 과제를 제시하였다.
