This paper analyzes the role of officials, who are dispatched from Central Government, being the Ministry of Health, Labor, and Welfare, to strengthen the relationship between Central and local governments after Decentralization in Japan in terms of local welfare development. The Japanese Central Government is paying attention to the role of officials who are dispatched to oversee the implementation of local welfare policies. The point is that the role of these officials forms an important element, because they can exercise influence over the outcome of local welfare policies, while taking advantage of their relations with Central Government. Moreover, from an economic point of view, redistribution policies, as exemplified by the Handicapped welfare policy, are not only considered to be operable by local government. For its part, extending the role of dispatched officials might be the element required to develop local welfare policy within the framework of mutual dependence between Central and local governments.

본 논문의 목적은 지방분권개혁 이후 일본의 중앙-지방정부 간의 관계에 있어서 양자 간의 상호협력을 이어줄 인적 매개체로 후생노동성의 출향관료의 역할이 복지영역에 미치는 영향에 대해 논의하는 것이다. 중앙-지방정부 간의 친밀한 인적 관련이 지방정부의 복지정책 전개를 가능하게 할 수 있다는 것을 설명하는 하나의 사례연구로 출향관료의 역할이 중요하다는 점이다. 기존의 재정적, 경제학적 관점의 선행연구들에서 장애인 복지정책 영역과 같은 재분배 정책은 지방정부의 독자적인 정책으로 집행될 수 없다고 주장하였다. 그러나 중앙-지방정부 간의 상호의존의 관점에서 출향관료의 역할을 확대해 갈 때 향후 지방정부에서의 복지정책을 발전시킬 수 있는 하나의 변수가 될 수 있을 것이다.
