This thesis aims to draw some meaningful implications by examining the Fukushima Daiichi nuclear disaster case. The results of this research are summarized as follows. Firstly, to avoid SBO (Station Black Out) the power station should be equipped with a diverse emergency power supply system. Secondly, it has become more important to prepare for terrorist attacks on nuclear power stations. Thirdly, it is necessary to organize a communication system between relevant government ministries for emergency situations. Forthly, education and training should be done by setting up a worst-case scenario. Fifthly, all members of the nuclear power plant should be educated to ensure they understand the whole system of the plant. Sixthly, a robot-like machine capable of working in radioactive contamination areas should be developed. Seventhly, the power station should be equipped with a system that can be used to inform people of the emergency situation quickly and accurately.

이 논문의 목적은 후쿠시마 원전사고의 문제점을 검토하여 우리에게 필요한 시사점을 도출해 내는 것이다. 이와 같은 문제의식을 가지고 검토한 결과 다음과 같은 7가지 시사점이 도출되었다. 첫째, 안전설비의 ‘다중화’가 아니라 ‘다양화’라는 사고방식에 입각하여 비상시에 전원이 확보될 수 있도록 해야 한다. 둘째, 원전에 대한 테러에 대하여 더욱 철저한 대비가 필요하다. 셋째, 원전사고에 대처하는 각 부서들 사이의 커뮤니케이션시스템을 정비해 두는 것이 필요하다. 넷째, 가급적 최악의 상황을 상정한 교육 및 훈련이 이루어져야만 한다. 다섯째, 원자력발전소에 근무하는 모든 구성원들이 전체시스템에 대하여 이해할 수 있도록 교육할 필요가 있다. 여섯째, 방사능이 유출된 상황 속에서 인간이 진입할 수 없는 지역에 진입할 수 있는 로봇과 같은 기계를 개발할 필요가 있다. 일곱째, 방사능유출사고가 발생했을 때, 신속하고 정확하게 그 상황을 국민들에게 전달하는 시스템을 갖추어 둘 필요가 있다.
