The purpose of this thesis is to discuss the implication and impact of Japan's new Principles of Defense Equipment policy(Three Principles on Arms Exports and their related policy guidelines). Under the new policy, METI will conduct the screenings but when ever there would bea need for greater precaution, the National Security Council(NSC) will make the final decision. The new screening system will open a wide range of possibilities in the sphere of arms transfers, defense production, and defense cooperation. This study has identified the following four types of arms exports: (1) exporting domestic arms including dual-use items (2) participating in a joint development and production program based on an intergovernmental agreement, (3) conducting joint research on a commercial level, and (4) supplying the licenser’s country. Among these four types, those of type(1) and type(2) have been increasing comparatively fast. An increase in the co-development or co-production of systems in which the Japanese defense industry and foreign investors choose to work together is also foreseen.

이 논문의 목적은 일본의 방위장비이전3원칙의 의미와 영향에 대해 논의하는 것이다. 신3원칙하에서도 경제산업성은 무기수출 심사권을 갖지만 중요한 안건에 대한 최종결정권은 국가안전보장회의(NSC)에 의해 결정된다. 이는 수출심사체제의 중대 변화로서 무기 이전과 방위산업의 공동생산 및 협력을 증가시키는 요인으로 작용할 것이다. 무기 수출 가능 유형은 다음의 4가지이다. 첫째, 이중용도 품목을 포함한 국산 무기의 직접 수출, 둘째, 정부간 협정에 의한 국제공동개발 및 생산 프로그램에의 참여, 셋째 산업기술 차원에서의 국제공동연구, 넷째, 라이센스 공여국으로의 수출 등이다. 이 가운데 유형(1)과 유형(2)의 무기 수출이 증가하는 경향이 나타나고 있다. 또한 향후 일본의 방위산업과 외국기업간의 협력이 강화되는 가운데 일본과 각국간의 방위장비품의 공동개발 및 생산 기회가 증대될 것으로 예상된다.
