We are discussing much about the economic change that has occurred in Cuba after Raúl Castro succeeded to the power of his brother, Fidel. But his political change comparatively has not been well known. Economic reform necessarily promotes political changes, and there is no doubt that for the fundamental economic change it is indispensable that the political change must accompany it. However, it is true that in Cuba the political change has advanced more slowly than the economic change. But it is also certain that currently many political changes are happening under the Raúl’s government. The most important change is in the form of leadership. Fidel had ruled on the base of his individual charisma. But under Raúl who doesn’t have this charisma, Cuba is seeking institutional leadership. This pursuit of the change in the form of leadership has caused the change of the role of the various governmental organizations like political party. At the same time, Raúl has brought some meaningful changes in the power elite including generational succession and the promotion of women and Afro-Cubans into leadership positions. This article seeks to analyze these recent political changes in Cuba under Raúl Castro.

라울로의 권력 승계 이후 발생한 쿠바의 경제적 변화에 대해서는 많은 논의가 이루어지고 있지만 정치적 변화는 상대적으로 많이 알려져 있지 않다. 경제개혁은 반드시 정치적 변화를 야기하고, 또 경제적 변화를 근본적으로 이루기 위해서는 정치적 변화가 동반되어야 하는 것은 의문의 여지가 없다. 하지만 쿠바에서 정치적 변화가 경제적 변화에 비해서 느리게 진행되고 있는 것은 사실이다. 그럼에도 불구하고 라울로의 권력 승계 이후 무시하지 못할 정치적 변화들이 일어나고 있다. 가장 큰 변화는 리더십 형태의 변화 추구이다. 피델이 개인 카리스마에 기반을 둔 통치를 했다면 그런 카리스마가 부족한 라울은 제도적 리더십을 추구한다. 이런 리더십 형태의 변화는 당을 비롯해 다양한 정부 조직의 역할에도 변화를 가져왔다. 뿐만 아니라 권력 엘리트에서도 세대교체, 여성 및 아프리카계의 참여 확대 등 변화가 적지 않다. 이 글은 바로 라울로의 권력 승계 이후 발생한 최근 쿠바의 이러한 정치 변화들을 분석한다.
