In the regional cities of Japan where the declining birthrate and the aging of the population are advancing, tourists who visit and directly drop money on site could be valuable resources to local industries. In this research, tourism is regarded as a means of regional promotion and is currently focusing on sightseeing, especially, inbound tourism, as a way to solve various problems accompanying the declining population and theregional industries in rural areas. Study on the case of inbound tourism initiatives at Kinosaki Onsen Town in Toyooka City, Hyogo Prefecture, is one of the local cities that have been quite successful in attracting both domestic and international visitors. Therefore, I study on the case of inbound tourism initiatives at this city. Further, I summarize and discuss the current situation and future tasks of the Destination Management Organization (DMO) that was endorsed by the Japanese Cabinet in December, 2014 with an aim to introduce attractions of the local parts of Japan to the world. I believe the outcomes of this research will provide a useful insight on how to revive local cities that are suffering from the declining industries and population.

少子高齢化が進む日本の地方都市にとり、観光産業は地方を訪れる観光客より直接地域にお金が落ちる点で、貴重な産業となることが期待できる。本研究では、観光を地域振興の手段として捉え、日本の地方都市における人口減少や地場産業の衰退に伴う諸問題を解決するための方策として、観光とりわけインバウンド誘致に力をいれるべきであると主張する。地方都市の中から、日本人観光客の人気を維持しつつ、インバウンド観光の誘致に成功した兵庫県豊岡市の城崎温泉町のインバウンド観光への取り組みについての事例を調査し、研究する。また、2014年、新しい地域観光振興の担い手として創設された日本版DMO組織の内容について、この組織がインバウンド観光誘致にどのような役割を果たすのかを考察する。この研究が、高齢化と人口減少に悩む地域の一助となる事を研究目的、成果とする。
