The priesthood of all believers is often considered as the central doctrine of the Protestant church and one of the most revolutionary ideas in the Christian history. This doctrine has not been, however, paid enough attention in the Protestant scholarship. There has been also considerable doubt about the popular assumption that Martin Luther's idea of the priesthood of all believers is revolutionary. This study is intended to clarify the Biblical ground of this doctrine, focusing on 1 Peter 2:9. The traditional history of this verse shows that it announces the Christian community as the people who are entrusted with the glorious mission of priest nation. It raises a serious challenge to the individualistic understanding of this doctrine. The Biblical idea of the priesthood is not about an individual Christian’s privilege but about the mission of the community. The biblical image of the priest nation does not tell us much about the church order or ministerial function but it reveals a profound self-consciousness of the Early Christians as God’s chosen people for the world. In so far as the idea of the church as a priestly community is an exertion for the very essence of the church, it finds its modern corresponds in the missional church movement. The social context of 1 Peter also fittingly corresponds with the situation of the post-Christendom, the situation from which the missional consciousness of the Western church has been developed. The paradoxical existence of the church in this world, the glorious priestly community and at the same time the social marginals, was a matrix from which the self-consciousness of the 1st-century Christians formulated. Again, the Christian church undergoes an analogous situation of a cultural minority. The proper understanding of the priestly nature of the church as expressed in 1 Peter will guide the 21st-century Christians’ endeavor to recover the nature of the church.

전신자 제사장론은 개신교회의 핵심적인 교리이자, 기독교 역사에서 가장 혁명적인 사상으로 간주되어져 왔다. 그러나 정작 개신교 신학에서 이 교리는 별 주목을 받지 못하는 소외된 영역이었다. 또한 마틴 루터의 전신자 제사장 교리가 정말로 혁명적인 사상인가에 대한 의심도 광범위하다. 본 연구는 이 교리의 성경적 근거를 점검하기 위한 시도의 일환으로, 이 교리의 고전적 근거로 제시되어 온 베드로전서 2장 9절의 전승사적 연구에 집중한다. 이 연구는 이 유명한 구절이 제도교회 내에서 신자 개인의 자격과 권리에 대한 논의가 아니라, 제사장 나라로서 교회가 공동체가 세상을 향해 갖는 사명에 관한 것임을 주장한다. 이러한 교회 이해는 최근의 선교적 교회(missional church) 운동에서 그 현대적 표현을 찾는다. 현시대를 기독교세계이후시대라 명명한다면, 기독교세계 내에서 일어난 운동인 종교개혁 운동보다, 기독교세계 이전의 문서인 신약성서의 삶의 정황이 우리 시대와 더욱 밀접하게 조응한다고 볼 수 있다. 그런 점에서 기독교가 주류문화의 자리에서 내려 와야 하는 21세기 교회의 위기는 역설적으로 성서적 신앙을 회복할 기회이기도 하다. 그러한 신앙의 자세를 베드로전서의 나그네 신학은 여실히 보여주고 있으며, 전신자 제사장의 교리 또한 이러한 나그네 신학의 맥락에서 재조명 되어야 할 필요가 있다.
