It's believed that a police investigator in movie or media is physically and mentally stronger than a police officer in other departments for apprehending criminals. But it's different from the fact revealed in most of related research about investigators' working conditions. Because of most investigators always feel tired physically and mentally for overworking and evade working in their department, it is needed that their working conditions be improved quickly and the long term plan to improve their working conditions be established continually. This research is purposed to examine on the reality of investigators' working conditions, features and personal awareness about their working conditions by referring related proceeding research, thesis and an white papers of KNPA, and proposed to the improvement plan of their working conditions comparing other countries’cases. But above all other factors, this research focused on the factor why most of police officers are evading working in investgative department and on proposing the improvement plan of investigators’ working conditions. As it’s already recognized by almost all of police officers who are consider it as a personal problem, but not that of systemical yet, it’s important to watch their working conditions. Also in terms of welfare in their working conditions, except overlapping that of police officers in other departments, especially for their peculiarity, this research suggest to make new wage system independent from a police officer in the other departments in view of their specialty, to tighten up requisite on not only expertise but also physical and mental to train them as competent, that they should be supervised on their personality, to draft a system for them to be protected from a media or civil petitioner like a suspect.

영화나 보도자료 등으로 접하는 수사경찰 중 형사는 ‘범인 검거를 위해서 정신 적으로나 체력적으로도 다른 어느 부문의 경찰관보다 강하다’라는 믿음을 갖고 있 음을 엿보게 된다. 그러나 관련 연구 논문이나 조사 등을 통해서 파악된 형사부서 경찰관들의 실태와는 많은 차이가 있다. 오히려 타 경찰 부서에 비해 업무와 관련 하여 심리적으로나 육체적으로 더 많은 피로감을 가지고 있고 형사 부서 근무 기 피 경향은 심화되고 있다는 점에서 근무여건의 개선은 시급하고 그 방안도 지속적 이고 장기적인 계획이 필요하다고 본다. 본 연구는 경찰관 복지관련 선행연구와 수사경찰 근무개선 등 관련논문, 경찰청 백서, 학술자료 등을 참고하여 수사경찰 근무부서의 실태, 특성 그리고 업무에 대 한 개인적인 인식을 진단하고, 외국의 사례를 비교 고찰하여 개선방안을 제시하는데 의의를 두고 있다. 그러나 무엇보다도 현재 수사부서에 근무 중인 경찰관들로부터 개개인이 인식 하고 있는 기피요인과 개선방향에 관심을 깊이 가져야 함을 강조하고자 했다. 이 는 그동안 대다수 근무자가 인식은 하고 있었지만 개인의 고충 차원에서 접근했고 조직차원의 문제점으로 보지 아니한 부분이라 하겠다. 또한 복지차원의 수사경찰 근무여건 개선은 전체 경찰관 복지와 중첩이 되는 부 분이 많아 본 연구에서는 수사경찰의 특수성을 가장 중요한 요소로 보아 수사경찰 에 대해서는 별도의 급여체계를 운영해야 함을 제시하고, 선발과 교육과정에서 전 문성 확보와 못지않게 심리적 신체적 요건을 강화하고, 조직차원의 인성관리와 언 론과 범인으로부터의 보복 등에서 안전한 수사관 보호 프로그램의 확립 등의 개선 방안을 제안한다.
