This paper focuses on a tensed relationship of two representative North Korea policies, that is, embracing policy, which has otherwise been called ‘sunshine policy,’ and pressure policy that utilizes various sanctions against North Korea. In doing so, it tries to find key analyses for reconciliation based on the concept of love and justice in the perspective of Unification Thought. The law of ‘give and receive action’ in Unification Thought seeks for integrating the two aspects of love and justice in one unified relationship. Unlimited love mobilizes a foundation on which a conditional relationship with reciprocity can be established, while such conditionality is supported by the unconditional aspect of ‘giving more than receiving,’ thus enlarging the reciprocal field of justice. When this indivisible, reciprocal relationality of love and justice is applied to the question of North Korea policy, some principles can be delineated as follows: 1) South Korea government must approach North Korea first in any circumstances, and 2) to enhance the reciprocal give and receive action, the independence of North Korea must be secured. 3) The levels of common purposes, which are acceptable for both sides, have to be assessed step by step in a flexible way, and 4) once a common purpose is mutually established, its application process has to carefully be observed, especially concerning whether South Korea’s economic support for North Korea is practiced in North Korea as planned. Lastly, 5) South Korea must always give back more than what it receives from North Korea. The meaning and value of these five rules will be actualized when they are interconnected in the context of the law of give and receive action centering on love in which love and justice are mutually supporting each other. As we keep integrating those principles in one horizon, what is needed is wisdom as to how we apply them to various moments of South Korea-North Korea relation.

본 논문은 대북정책의 대표적인 두 흐름이라고 할 수 있는, 소위 햇볕정책으로 대변되는 포용 논리와, 강력한 압박을 통해 북한의 변화를 이끌어내려는 제재 논리 사이의 긴장 관계를 새롭게 조명하는데 초점을 맞추고 있으며, 통일사상의 지평에서 들여다 본 사랑과 정의의 의미 속에서 그 화해의 사유의 단초를 찾고 있다. 통일사상 의 사랑을 바탕으로 한 수수작용의 법칙은 하나의 관계 속에서 사랑과 정의의 두 양상을 통합한다. 무조건적인 사랑이 호혜성에 기반을 둔 조건적 관계가 성립할 수 있는 동력을 불러일으키며, 주고받음의 조건적 형식 속에서도 항상 받은 것 이상을 되돌리려는 무조건성을 가미함으로써 호혜적 정의의 장을 키운다. 이러한 사랑과 정의 사이의 불가분적인 상보적 관계성을 대북정책의 방향에 적 용해 보았을 때 다음과 같은 시사점을 발견할 수 있다. 1) 그 어떤 상황에서도 우리 정부가 북한에게 먼저 다가가야 하며, 2) 북한과의 원만한 수수작용을 위해서는 북 한의 체제 존립을 보장해주어야 한다. 3) 상호 공히 받아들일 수 있는 공통목적의 수준을 단계적으로 그리고 유동적으로 조정해가야 하고, 4) 일단 공통목적에 대한 합의가 이루어지면 그 공통목적에 따라 북한에 투입한 내용이 공통목적에 준하여 잘 운용되는 지를 면밀히 검토해야 한다. 그리고 5) 그 어떤 맥락에서도 공통목적을 중심으로 북한에게 받은 것이 있다면 항상 그 이상을 되돌려줘야 한다. 이 다섯 가지 원칙들은 사랑을 바탕으로 한 수수작용의 법칙과 그 안에 담긴 사 랑과 정의의 상관관계의 틀에서 유기적으로 연결될 때 그 의미가 살아날 수 있다. 이 원칙들을 하나의 지평으로 통합하면서, 남북관계의 다양한 양상에 적절히 적용시 키는 지혜가 요구된다.
