The policy of developing the Far East area along with Eastern Policy of Russia started in earnest and logistics base is seen to be constructed in Russia’s ports in the East Sea. If the policy to develop the Far East area is implemented systematically, the East Sea will serve as a role of commercial course toward the Pacific and the Artic Ocean. Cities in the East Sea of Korea are seen to advance new logistics and tourism course connected to the Maritime Province of Primorsky krai. It is necessary to enhance distributional cooperation through course of the East Sea while complementing maritime cooperation agreement which was signed between Korea and Russia. The cooperation agreement to manage maritime pollution problems caused by dynamics of Russia’ East Sea ports is urgent. At first it is advisable that Korea and Russia conclude cooperation agreement to manage and prevent pollutions of the East Sea and turn it into multi-lateral cooperation where 4 countries participate gradually.

러시아의 동방정책과 함께 극동지역 개발정책이 본격화 되고, 동해연안 러시아 항구의 역동성이 목격되고 있다. 극동지역에 물류기지가 들어설 수 있는 조건이 조성되고 있다. 극동지역 개발정책이 보다 체계적으로 추진된다면, 동해가 태평양 및 북극해로 나아가는 중요한 상업 항로 역할을 담당할 수 있게 될 것이다. 한국의 동해안 도시들이 러시아의 연해주로 이어지는 새로운 물류 및 관광 항로를 개척하는 모습을 보인다. 한국과 러시아가 체결한 해상관련 협력 협정을 보완하면서, 동해 해상을 통한 물류협력을 강화할 필요가 있다. 러시아 동해 항구의 역동성에 따르는 해양오염 문제를 관리할 수 있는 협력협정 시스템 구축이 필요해 보인다. 우선적으로 한국과 러시아가 동해 관리 및 해양오염 방지를 위한 협력 시스템을 구축하고, 이를 점차적으로 확대해 환동해 4개국이 참여하는 다자협력 형태로 전환시킬 수 있도록 노력해야 될 것이다.
