As an importance of the Arctic emerges, not only Arctic states but also Non-Arctic states increase their influence on the Arctic, and hence, the Arctic issues becomes global. In this study, we present current conditions and plans in Nordic State’s movement toward the Arctic. Then, we analyze and integrate them geopolitically, geoeconomically, and geoculturally to provide a new academic approach and comprehensive knowledge to the current status of the Arctic. This will provide foundation for a new innovative policy by showing uncertainty in developing the Arctic and by describing conflict of interest. In conclusion, it is necessary to promote the academic fields of humanities and social sciences, which has been relatively lacking until now, such as geography, history, international law, psychology, politics and area studies. In addition, let alone the upbringing of the engineering/technology, natural science, earth science, these fields should be also linked to humanities and social sciences by interdisciplinary fusion/convergence researches.

이 글에서는 전체 북극권에서 제일 발전된 유럽 북극권, 그중에서 특히 노르딕 5개국의 역동성과 거버넌스 이슈의 협력 현황과 과제를 중심으로 기술하고자 한다. 노르딕 북극권은 지리적 인접성과 역사 문화적 공통분모를 지니고 있지만 기타 북극권처럼 자연 및 인문환경의 다양성을 가지고 있다. 북극의 기후변화, 해빙과 글로벌화 과정에서 노르딕 국가들은 정치, 경제, 사회문화적 역동성이 증대되면서 노르딕 국가간, 기타 북극권 국가, 비북극권 국가 행위자들간 협력, 경쟁, 갈등에 직면하고 있다. 이 문제를 해결하기 위해 여러 형태의 거버넌스가 필요하다. 노르딕 북극권의 공간적 의미는 크게 세 가지로 분류할 수 있다. 첫째, 거버넌스와 레짐을 비롯한 안보 및 해양경계의 차원으로서의 지정학적 의미 둘째, 자원, 에너지, 물류와 개발과 관련된 지경학적 의미, 마지막으로 원주민을 포함한 북극주민, 생태와 환경 등 인류의 미래에 관련된 공간으로서의 지문화적 의미이다. 상기 세 가지 공간적 의미는 상호 밀접하게 연계되어 있다. 지정, 지경, 지문화적 접근을 바탕으로 지금까지 상대적으로 부족했던 지리, 역사, 국제법, 심리, 정치, 지역학 등 인문사회과학분야의 연구 촉진이 필요하다. 뿐만 아니라, 공학, 자연과학, 지구과학 등의 이공계 연구의 육성은 물론 인문사회과학과의 연계, 즉 통섭적, 학제간, 융복합적 연구도 병행되어야 한다. 이러한 맥락에서 제2장에서 노르딕 북극공간의 개요를 정리한 후 제3-5장에서는 노르딕 북극공간의 지정학적, 지경학적, 지문화적 접근을 분석한다. 결론 부문에서는 노르딕 5개국의 북극 거버넌스의 시사점을 도출한다.
