The purpose of this study was to explore directions for teacher policy according to the new administration launched. For the purpose it reviewed two necessary conditions, the attributes of policy and the historical-environmental contexts, and one sufficient condition, the philosophy of policy, as considerable factors for establishing policy directions. Then based on such review and analysis, this study drew policy directions for the new administration. As a result, this study suggested ‘establishing teacher prestige as a key actor of school innovation’as the direction for teacher policy. Following the direction, the study recommended that the contents of teacher policy should not be divided into policies about and for teachers, but be integrated into policies for teaching profession development. It also unraveled that the goal of teacher policy should be given to ‘Restoring public education through exalting professionality and morale of teachers’.

본 연구는 문재인 정부 출범에 따른 교원정책의 방향을 탐색하는데 목적을 두었다. 이를 위해 본 연구는 방향 설정에 필요한 두 가지 조건인 정책의 속성과 역사⋅환경적 맥락 그리고 한 가지 충분조건인 정책철학의 중요성에 대해 고찰하고, 교원정책의 설정과정을 이전 정부 사례를 통해 분석하였다. 그리고 이러한 고찰과 분석을 바탕으로 문재인 정부의 교원정책 방향을 도출하였다. 본 연구를 통해 도출된 문재인 정부의 교원정책 방향은 ‘학교교육 혁신의 주체로서 교원의 위상 정립’으로 제시되었다. 이를 위한 교원정책의 내용은 교원에 관한 정책과 교원을 위한 정책으로 분리될 것이 아니라 ‘교직발전 정책’으로 균형 있게 통합되어야 하고, 이를 추동할 교원정책의 목표는 ‘교원의 전문성과 사기 진작을 통한 공교육의 교육력 회복’에 주어져야 한다고 밝혔다.
