The implementation of the revised 2015 National Curriculum and the social demand for education innovation in the era of the 4th industrial revolution require difficult works for the reform of teacher education. The problem of imbalance of supply and demand of teachers makes it even more difficult for the newly launched government to plan a coherent policy for teacher education. The purpose of this study is to analyze the major issues related to the improvement of teacher education in the current context of Korean society, and to explore the direction of teacher education policy based on this analysis. In this study, we focused on several areas of topics for teacher education reform, such as improvement of teacher training system, improvement of teacher education curriculum, improvement of teacher qualification, and improvement of teacher appointment system. We argue that teacher education policy should be focused on fostering professionalism of teachers rather than reorganization of teacher training institutes. It is necessary to prioritize the improvement of software such as strengthening quality management of teacher education curriculum, and it is necessary to systematically link initial training and in-service training. It is also important to introduce induction period for the new teachers, and strengthen the programs to activate teacher learning community.

2015 개정 교육과정의 현장 적용과 4차 산업혁명시대의 교육혁신을 위한 교원교육 정책의 발전 방향 모색이라는 과제에 더하여 교육 분야 국정과제 추진과 교원수급 불균형 문제 개선에 대한 사회적 요구 등이 새로 출범한 정부의 교원교육 정책의 과제로 떠오르고 있다. 이 연구의 목적은 최근의 여러 교육적 상황과 관련하여 국내에서 논의되고 있는 교원교육 관련 주요 현안들을 확인하고 이에 대응하기 위한 교원교육 정책의 방향을 탐색하는 데 있다. 이를 위해 이 연구에서는 교원교육 정책 현안에 대한 논의들을 교원양성교육 체제 개선, 교원양성 교육과정 개선, 교원 자격검정 및 임용제도 개선, 교원 연수교육 개선 등 몇 가지 영역별로 나누어 검토하였다. 외국의 교원교육 개혁의 최근 동향과 특징을 참고하여, 교원교육 정책의 초점을 양성기관 재편이나 양성인원 조정보다는 교원의 전문성 함양과 수업 및 실무능력 함양에 맞추어야 한다는 점, 양성체제 등 하드웨어의 개선보다는 교원양성 교육과정의 질 관리 강화 등 소프트웨어의 개선을 우선적으로 추진할 필요가 있다는 점, 직전교육과 현직 연수교육을 유기적으로 연계하고 특히 초임 교원을 위한 수습교육의 제도화 방안을 모색할 필요가 있다는 점, 교원들의 상호 연수 등 교원 학습공동체의 협력적 노력을 지원할 필요가 있다는 점 등을 논의하였다.
