This paper delineates causes and characters of the ‘hate speech’ in Korea by analyzing its diverse cases, and suggests some ways to democratic citizenship education. Euro-American societies could transform from the unequal hierarchical societies into the egalitarian contractual ones through historical experiences such as the French Revolution, ‘68 Revolution, political correctness debate, etc. The Korean society, however, has not gone through such major civil revolts that demand diversity as justice. In consequence, the feudal hierarchy of earlier dynasty still dominates everyday life in Korea, behind the veil of professed equal relationship. Hate speech may be understood as one of its ramifications. The research on hate speech in Korea, therefore, may have to lead to the positive citizenship education beyond mere criticism of the phenomena, toward diversty and muliculturalism as social justice, overcoming pseudo-contractual relationship. Citizenship education, however, may require fundamental social changes; schools can still contribute in the meantime. Students can actively participate in interactional decision-making in the classroom, for example. What is important may be the method of instruction―interactional discussion―as well as contents taught in social studies.

본 논문은 한국 혐오스피치 사례분석을 통해 그 원인과 특징을 밝힘으로써 민주시민성 교육의 실 천 방안을 모색하고자 한다. 서구나 미국사회는 ‘프랑스 대혁명·68혁명·정치적 올바름 논쟁’을 겪으면서 불평등한 신분관계가 평등한 계약관계로 변화하였다. 이에 반해 한국사회는 유럽과 같은 시민혁명과 다양 성을 사회적 정의로 보는 68혁명을 겪지 않아서, 표면적으로는 평등한 사회관계가 인정되지만, 실제 삶 속에서는 조선 봉건 신분관계와 일제 강점기에 형성된 불평등한 지배관계가 여전히 남아 있다. 그것이 혐 오스피치로 표출되는 경우가 많다. 그러므로 한국 혐오스피치 연구는 그 자체에 대한 비판을 넘어서서, 다 양성·다문화주의를 사회적 정의로 보는 인식의 전환에서 출발하여, ‘신분적 의사 계약관계’를 극복하려는 시민성 교육으로 나아갈 필요가 있다. 사회과에서 바람직한 시민성 함양을 위해서는 사회전반적인 변화가 요구되지만, 우선 교실수업에서 학생이 주도적으로 참여하는 쌍방향적인 의사결정 과정이 요구된다. 그 리고 사회과 수업에서 바람직한 시민성 함양을 위한 교육내용도 중요하겠지만 수업방법 자체가 쌍방향적 인 토론수업으로 진행됨으로써 학생들이 민주시민성의 자질을 체화하는 것이 더 중요하다.
