The purpose of this study was to reconceptualize values of NCS(National Competency Standards) through humanistic reflection. Based on the finding of the study, major conclusions of this study were as follow: First, NCS will be able to contribute to the conversion value “in life as being” in life as a possession. When evaluating a person, the real competency is more important than owned Spec. Second, NCS will be able to contribute the vocation and job rather than the name of company. Third, NCS will be able to help haver true competency rather than showing spec. Fourth, NCS will help transition the value “of life grow” rather than the life of a success-oriented. Fifth, NCS will help you find the transition from education of figuring out only answer “to find the strength to thinking”. Sixth, NCS will be able to play a role in the transition to life for “myself” rather than other people's eyes. Seventh, NCS will be able to play a role in the transition to life for virtuous man rather than machiavel. Eighth, NCS will be able to contribute to the conversion value on “life of the best (course).” rather than the best results. When evaluating a person, the process to implement and experience value is much better than the object and means. Through this results, some recommendation can be suggested. First, NCS can cover all educational and training for all professionals. not only for low level and blue collar workers. Second, national human resource development policies should be established through systematic approach based on NCS. Third, it will have to be switched through the NCS from relative evaluation to absolute evaluation. Forth, entrance examination oriented education should be switched to the children’s lifelong career education through NCS. Fifth, country based talent should be expanded to “global talent” though NCS.

NCS가 지향하는 것이 ‘아는 것’을 넘어서 ‘할 수 있는 것’이라면, 인문학도 ‘아는 것’으로 끝날 것이 아니라 생각하여 행복하게 살아가는 방향을 제시하는 것이다. 이 연구는 우리나라 사회적인 인식 및 현상을 진단하고, NCS의 인문학적 성찰을 위한 척도를 구명하여, NCS가 지니고 있는 가치를 재개념화하고자 하였다. 이를 위해, 우리나라 사회적인 인식 및 현상에 대하여 내용분석(contents analysis)을 통하여 키워드를 추출하고, 이를 인문학적 척도로 구명 및 해석하여, NCS의 가치를 재개념화하였다. 연구결과를 통하여 다음과 같은 결론을 얻을 수 있었다. 첫째, NCS는 소유로서의 삶에서 “존재로서의 삶으로” 가치 전환에 기여할 수 있을 것이다. 둘째, NCS를 통해서 직장인의 삶에서 “직업인으로의 삶”으로 전환할 수 있을 것이다. 셋째, NCS는 보여주기 스펙에서 “진면목인 능력”을 갖는데 도움을 줄 수 있을 것이다. 넷째, NCS는 성공위주의 삶에서 “성장하는 삶으로”의 가치전환에 도움이 될 것이다. 다섯째, NCS는 정답만 찾는 교육에서 “생각하는 힘을 찾는 교육”으로 전환하는 데 도움을 줄 것이다. 여섯째, NCS는 남의 시선을 중시하는 삶에서 “나 자신을 위한 삶”으로 전환하는데 역할을 할 수 있을 것이다. 일곱째, NCS를 통해서 말세인의 삶이 아닌 “초인의 삶으로” 살 수 있도록 도와줄 것이다. 여덟째, NCS를 통해 최고(결과)가 아닌 “최선의 삶(과정)”을 살 수 있도록 도와줄 것이다. 즉, 우리나라 사회가 목적과 수단에 의해서 사람을 평가하는 것이 아니라, 가치를 구현하고 경험하는 과정을 평가하도록 전환하는 것이다. 앞으로 사람을 평가하는 데 있어서 소유하고 있는 스펙을 보는 것이 아니라, 그 사람이 진정으로 갖고 있는 능력을 보고 판단한다는 것이다. 누구나 정보를 공평하게 얻은 후 정당하게 능력을 쌓고, 그 능력에 따라 채용이 되어 공정하게 보상받는 사회, 바로 능력중심사회가 지향하는 사회이다.
