This paper takes an in-depth look at the competency of pre-service elementary school teachers who are capable of teaching physical education and at the curriculum that fosters such capabilities. For this, current education programs for elementary school physical education and for pre-service teachers at education colleges were investigated. The study includes a reflection on methods in elementary school physical education that could solve the structural problems which were revealed by the analysis. Firstly, the development stage is significantly considered for elementary education. Also, the department of elementary school physical education needs to implement sequential education for elementary school physical education. Secondly, education programs for teachers in elementary school physical education should implement as a critical approach practical knowledge acquisition with technical rationality, which is a dominant perspective in teacher education. Finally, this paper suggests the following suggestions to develop the competency of pre-service teachers for elementary school physical education: Firstly, teacher education should aim to acquire practical knowledge. Secondly, teacher education should embrace teachers as curriculum developers. Thirdly, education programs should be composed of core contents.

이 연구의 목적은 핵심역량 기반 교육체제에서 초등예비교사가 체육교과를 잘 가르치기 위한 역량은 무엇이며, 그러한 역량을 기르기 위해서는 어떤 교육이 이루어져야 하는지를 알아보기 위함이다. 이를 위해 먼저 현재 교육대학교에서 이루어지고 있는 초등학교 체육과 예비교사교육의 실태와 문제점을 살펴보았다. 실태분석에서 드러난 구조적인 문제를 해결하기 위한 초등체육교육의 관점 재조명으로써 첫째, 초등교육이 발달단계를 고려한 순차적인 교육으로써 중요하듯이 초등학교 체육과 교육 또한 ‘순차적인 교육’으로써 초등체육교육이 되어야 하며, 둘째, 교사교육의 지배적 관점인 ‘기술적 합리성’의 비판적 접근으로써 ‘실천적 지식 습득’으로의 초등체육 교사교육이 필요하다. 한편, 새로운 관점에 따라 초등체육교과교육을 위한 예비교사의 역량을 함양하기 위해서는 첫째, 실천적 지식 습득을 위한 교사교육이 되어야 하고, 둘째, 교육과정 개발자로서의 교사교육이 필요하며, 셋째, 핵심적인 내용으로의교육과정 구성이 필요함을 제안하였다.
