This research is to concretize Criminal Prevention Officer utilized plan to increase Crime Prevention Through Environmental Design effectiveness by environmental design which is supported by local government. The research has been completed by using CPTED support status and related materials. Lately, the CPTED, a scientific crime prevention method, has attracted attention as the demand for crime prevention has increased. The interest in CPTED has started to support CPTED strategy in implementation of architecture related projects such as building design and environment improvement project, focusing on local governments. However, it is difficult to apply effective CPTED strategies due to differences in the financial situation of each local government, crime scene, and lack of expertise in CPTED. Especially, the factors which constitute the CPTED strategy differ from one scholar to another. Also, there are practical and theoretical differences in applying the CPTED strategy in practice. The police began to improve through the Crime Prevention Officer since 2016 in order to solve this problem. Professional consulting services and professional crime prevention activities through cooperation with the local police for effective crime prevention have been suggested in order to improve the effectiveness of the CPTED strategy. However, the current CPO is not as efficient as it was when it was first started due to human and resource limitations. We present CPTED strategies and find ways to use CPTED strategies in this research and suggest methods to use CPTED strategies more effectively.

이 연구는 범죄예방을 위하여 지방자치단체에서 지원하고 있는 환경설계를 통한 범죄예방활동(CPTED)전략의 효과성을 높이기 위하여 범죄예방진단팀(CPO)제도를 구체화하기 위한 연구이다. 최근 심각한 범죄가 빈번하게 발생함에 따라 환경개선을 통한 범죄예방기법인 CPTED가 주목받고 있다. CPTED에 대한 관심은 경찰뿐만 아니라 지방자치단체도 관심을 가지면서 환경개선을 통하여 범죄를 예방할 목적으로 지원하기 시작하였다. 그러나, 각 지방자치단체의 재정적 상황 및 범죄발생 환경 상황의 차이, CPTED에 대한 전문성 부족 등으로 인하여 효과적으로 CPTED 전략을 적용하는데 많은 어려움을 보이고 있다. 특히, CPTED 전략은 범죄예방 업무인데 반해 지방자치단체의 업무는 건축행정이기 때문에 실제 현장에서 적용하기에는 실무와 이론의 차이가 있어 CPTED 전략을 적용하는데 많은 어려움을 보이고 있다. 이러한 문제를 해결하기 위하여 경찰에서 2016년부터 범죄예방진단팀(Crime Prevention Officer)제도를 통하여 지방자치단체의 CPTED 전략 적용 시 CPTED 전략에 대한 컨설팅을 하기 시작하였다. 주요 컨설팅 내용으로는 범죄에 대한 진단과 해당지역에 필요한 CPTED 기법에 대한 지원 등 범죄예방을 위한 물리적 환경을 개선할 수 있도록 진단하는 하는 것이다. 그러나, 현재 시행 중인 범죄예방진단팀은 인적ㆍ자원적 한계로 인하여 처음 시작 할 때의 목표만큼 높은 성과를 보여주지 못하고 있다. 이러한 문제에 대하여 이 연구에서는 현재 지방자치단체의 CPTED 전략 지원 실태와 한계점을 살펴보고 범죄예방진단팀 지원 실태와 문제점을 파악한 후 개선방안을 제시하였다.
