This study is based on an importance of supporting system to integrate a community organization with their local plan, and focused to draw out hints of a system operation for urban regeneration by the case study of ‘the Ie Michi Machi(house street town) improvement system’ in Yokohama city, Japan. Local administration’s active roles like an explanation at site are very important in declined areas which are to need urgent improvements, to lead a dwellers’ consciousness of participation for an urban regeneration. The 3 elements on a system operation for an urban regeneration are revealed by this case study. The 1st element is ‘Choice & Concentration’ of administrative services, based on a dwellers’ participation degree of the community. The 2nd is a supporter dispatch for each the administration and dwellers. The 3rd is to take a serious view in actualizing than making a plan. To lead dwellers’ organization as an effective and sustainable area management organization, it is important to make the local management organization in the process making the local plan. This study emphasize that the urban regeneration is treated as a ongoing managements type development method, based on public(local administration)-private(admitted dwellers organization) partnership.

본 연구는 지역계획과 공동체 조직의 통합 지원체계의 중요성에 착목한 것으로, 요코하마시의 이에․미치 마치(집․길 마을)개선 사업제도를 대상으로 하는 사례연구를 통해 도시재생을 위한 제도운용의 시사점을 도출하고자 한다. 시급한 개선이 필요한 쇠퇴지역에 있어, 거주민들의 도시재생을 위한 참여의식을 이끌어 내기 위해서는 현장설명과 같은 지방 행정의 적극적인 역할이 매우 중요하다. 본 사례연구를 통해 도시재생을 위한 제도운용에 있어 3가지 요소를 도출하였다. 첫째는 거주민들의 공동체 참여정도에 기반한 행정서비스의 ‘선택과 집중’이다. . 두 번째는 행정과 거주민 각각을 위한 지원가 파견이다. 셋째는 계획수립보다 그 실현을 중시하는 시점을 갖는 것이다. 지역계획을 만드는 과정에서 지역 경영조직을 만드는 것이 중요하다. 본 연구는 도시재생은 민관협력에 기반한 진행관리형 개발방식으로서 다루어져야 한다고 강조한다.
