To date, there are many laws, schemes and policies for reducing and preventing of marine accidents, but few studies have been conducted to verify policy effects. This paper aims to analyze the effectiveness of maritime safety policy for preventing or reducing of marine accidents. We surveyed and analyzed marine accidents and maritime safety policies which implemented from 1970 to 2015. In order to analyze the prevention effectiveness of maritime safety policy, four hypotheses were constructed and verified using statistical analysis method of paired t-test. As a result, it was analyzed that maritime safety policy effect was not shown in the collision accident among the major marine accident, but the policy effect was found in the sinking accident and stranding accident. Based on the results of this analysis, it will be possible to establish more practical and efficient policies and contribute to the prevention of marine accidents by improving maritime safety policy.

그 동안 해양사고 감소 및 예방을 위한 여러 가지 제도와 정책들이 추진되었지만 정책적 효과를 검증하는 연구는 거의 이루어지지 않았다. 따라서 이 연구에서는 해 양사고 예방 또는 감소를 위해 추진된 해사안전 정책의 효과를 분석하는데 목적을 두었다. 이를 위해 시대별 해양사고, 해사안전 정책을 조사․분석하였다. 구체적인 연구방법으로 정책의 예방적 효과를 분석하기 위해 4개의 연구가설을 세워 통계적 분석방법을 이용하여 검증하였다. 그 결과 중대 해양사고 중 충돌사고에 있어서는 정책적 효과가 크게 나타나지 않은 반면에 침몰사고, 좌초사고는 정책적 효과가 나 타나는 것으로 분석되었다. 특히 중대 해양사고 예방을 위한 검사제도 일원화, 안전 관리체제 도입 등이 사고 감소에 영향을 준 것으로 판단된다. 향후 이 분석결과를 토대로 해사안전 정책 개선에 활용하면 실제적이고 효율적인 정책 수립이 가능하고 해양사고 예방에 기여할 것으로 기대된다.
