Korea Defense PPBEES (Planning Programming Budgeting Execution Evaluation System), which was essential to achieving national defense goals, is becoming more ineffective. The programming is inconsistent with the national Medium Term Expenditure Framework(mid term finance plan), and the gap between the budget and the programming is increasing. As a result, it has been highly pointed out by the National Assembly and Board of Audit and Inspection. In order to improve this system and to focus on achieving the defence goals, we should integrate ‘programming’ into ‘budgeting’, and replace the ‘evaluation’ with the settlement of the National Assembly and government financial performance management. It is required to restructure the defence budget-subject to link policies, strategies and projects, and to manage performance of financial projects. NDIFIS(National Defence Integrated Financial Information System) should be improved by strengthening project-management functions and providing information regarding the budget projects. In this way, we should change their dysfunctional system to our tiny and smart gadget that give us information in time during the uncertain states of national security.

국방예산은 방위산업에 커다란 영향을 미친다. 국방부는 국방기획관리제도를 통해 합리적으로 재원을 배부하고 있다. 국방 목표를 달성하기 위해 필수적이었던 국방기획관리제도는 정보화 시대가 열리면서 실효성이 퇴색되고 있다. 중기계획은 국가재정운영계획과 순기가 불일치하고, 예산편성과의 격차가 심하게 발생하고 있다. 그 결과 예산의 효율성을 저해하고, 국회 결산 및 감사원 결산검사 등에서 강하게 지적 받아오고 있다. 이를 개선하기 위해서는 기획-예산 체계로 축소하여 중기계획과 예산편성을 통합하고, 분석평가를 국회 결산, 정부 성과관리제도 등으로 대체하여, 상위의 행정절차인 ‘예산의 과정’에 충실하여 국방목표 달성에 집중토록 하여야 한다. 국방예산과목구조를 임무와 책임중심으로 재편하여 정책, 전략, 사업을 연결하고 성과관리 가능토록 하여야 한다. 사업관리 기능을 강화하고 예산사업 관련 정보를 데이터화하여 지원토록 정보시스템을 개선해야 한다. 이렇게 함으로써 움직임이 둔한 거대한 시스템에서 불확실성이 증대된 안보상황에 적시에 정보를 제공하는 작지만 스마트한 가젯으로 전환하여야 한다.
