The purpose of this study is to draw the implication of the necessity and importance of the human rights education by focusing on a distinct characteristic of the North Korean refugees’ human rights consciousness building. North Korean refugees were not able to develop the same human rights consciousness in other democracy countries because of the education of North Korean ideology (Juche Idea). Additionally, during the process of the escaping North Korea and settlement in South Korea, they had experienced violations of human rights. As a result, the violations made them have a negative viewpoint about human rights. This phenomenon also influence on social integration. Even if there are a range of difficult situations, this study is meant to prove that the human rights education for North Koreans will have positive influences about human rights such as the concept of human rights guarantee in South Korea, the reduction in the danger of human rights abuse, the formation of sympathy in human rights policy and the efforts to rescue in terms of human rights violations. In order to prove it, this study utilized the finding on the survey of the human rights education for North Korean refugees, which was conducted in 2016 by National Human Rights Commission of Korea. Through researching, it was proved that the human rights education for North Korean refugees could influence on the positive consciousness of human rights, the human rights violations prevention, the amicable attitude of human rights policy and the efforts to relieve the human rights abuse. Therefore, the result of this study implies that the human rights education for North Korean refugees should be enhanced in terms of the reinforcement of the human rights consciousness and the ability to protect human rights of North Korean refugees.

이 연구는 북한이탈주민의 인권의식 형성의 특수성에 주목하여 인권교육의 필요성과 중요성에 대한 시사점을 도출하는 것을 목적으로 하였다. 북한이탈주민은 주체사상에 기반한 교육의 영향으로 민주주의 국가에서와는 다른 인권의식을 형성할 수밖에 없다. 그리고 탈북과정과 우리나라 정착 과정에서 겪은 인권침해 경험은 인권의식에 부정적인 영향을 끼치고 결국 사회통합에도 어려움을 겪게된다. 그럼에도 북한이탈주민에 대한 인권교육은 우리나라 인권 보장에 대한 인식, 인권침해 위험성의 축소, 인권현안 및 정책에 대한 공감대 형성, 인권 침해시 구제 노력 등에 긍정적 영향을 미친다는 가설을 검증하고자 하였다. 이를 위하여 국가인권위원회에서 수행한 2016년 북한이탈주민 인권의식 조사 결과를 활용하였다. 연구 결과 북한이탈주민에 대한 인권교육은 인권에 대한 긍정적 인식, 인권침해나 차별의 예방, 인권 현안 및 정책에 대한 태도, 인권침해 시 개선활동 참여에 긍정적 영향을 미친다는 것을 확인할 수 있었다. 이러한 연구 결과는 북한이탈주민의 인권의식 및 인권보호 능력 강화를 위한 인권교육의 활성화 필요성에 시사점을 준다.
