This article examines the solidarity of transnational civil society for solving the issue of Japanese military ‘comfort women’ from the perspective of women's rights and global governance. In order to resolve the issue of 'comfort women', the Korean NGOs have cooperated with Japanese NGOs, Asia, and the international community to carry out various activities. First, They rebuilded the issue of 'comfort women' as a history issue between Korea and Japan, furthermore as a matter of global human rights that transcends the special historical issues between Korea and Japan. Now it has enlarged the agenda as a problem, which should not be forgotten to build a permanent world peace and, which of memory and inheritance that can not be done. This transnational solidarity for resolving the issue of 'comfort women' beyond the assailant vs victim, colonial rule vs subordination and national interest, nationalism, is based on the new human rights norm of 'women's rights are human rights' and global governance, it has also been promoted and strengthened. Since the announcement of an agreement on the issue of 'comfort women' between Korea and Japan on December 28, 2015, the actual situation would be a clear indication of the limitations of the way in which only the state is involved in resolving the issue of 'comfort women' and only approach diplomatically.

본고는 여성의 인권과 글로벌거버넌스의 시각에서 일본군‘위안부’ 문제의 해결을 위한 초국적 시민사회의 연대에 대해 고찰한 것이다. 한국의 시민단체는 위안부 문제의 해결을 위해 일본의 시민단체, 아시아, 나아가 국제 사회와의 연대를 이루며 다양한 활동을 전개해왔다. 우선, 위안부 문제를 한일 간의 역사문제로 재조명했으며 한일 간의 특수한 역사문제를 초월한 범지구적 차원의 여성인권의 문제로서, 그리고 항구적 세계평화 구축을 위해 잊어서는 안 되는, 두 번 다시 되풀이해서는 안 되는 기억과 계승의 문제로서, 이슈를 확장시켜왔다. 가해자와 피해자, 식민지배와 피지배, 국익과 내셔널리즘을 상대화하며 위안부 문제를 해결하기 위한 이와 같은 초국적 연대는 ‘여성의 권리는 인권’이라는 새로운 인권 규범과 이를 실행하고 작동시키기 위한 글로벌거버넌스의 전개와 더불어 추진되고 강화되어 온 것이다. 2015년 12월 28일의 한일 정부 간 위안부 문제를 둘러싼 합의안 발표와 이후 전개되는 양상은 지금까지 위안부 문제를 해결하기 위해 축적해온 글로벌거버넌스의 역량과 성과를 무시한 채 위안부 문제에 대해 국가만이 관여하여 정부 차원에서 외교적으로만 접근하는 방식의 한계를 명백히 나타내는 것이라고 할 수 있다.
