Buan Jo Namcheol Baduk Theme Park should be the center of the united baduk museum. The united baduk museum should be formed to continuously develop major killer contents. Major killercontents should include sports game area, humanities & mathematics area and culture & technology area. All elements should have values of creativity, fun, life and happiness. Julpo Tideland Eco Center should be associated to develop Buan-gun as the city of baduk.

바둑문화유산은 향유층 1천만 시대에 대중스포츠문화산업으로 중요한 영역이다. 중국은 바둑 시원의 역사성을 강조하였고, 일본은 400년 국가주도의 예도(禮道)로 키웠고, 한국은 순장바둑 과 현대프로바둑 활성화에 집중하였다고　평가한다. 무엇보다 한국은 바둑학을 현대적으로 체 계화하는 데 선편을 잡았다. 그 중심에 조남철 국수의 상징성과 역사성이 있다. 이 논문은 조남철 바둑에 대한 바둑학적 가치를 분석하고 그의 고향 전북 부안지역과 연결하 여 바둑테마파크 설립과 바둑 킬러콘텐츠 방향 등을 다룬다. 조남철 바둑자원을 통해 바둑문화유 산에 대한 지역문화산업의 지역성과 미래성에 대한 융합학제를 제시한다. 부안군 정체성(正體性) 을 고려하여 바둑메카로서 스포츠-게임 창조도시 부안 발전의 로드맵과 마인드마크를 제안한다. 부안 조남철바둑테마파크는 융합형 바둑박물관이 중심이 되어야 한다. 융합형 바둑박물관은 빅킬러콘텐츠가 지속적으로 개발될 수 있도록 구성해야 한다. 빅킬러콘텐츠에는 바둑의 스포츠 게임 영역과 인문수리학 영역, 문화기술 영역이 융복합되어 한다. 구성 요소에 창조, 재미, 생 명, 행복 등이 내재되어야 한다. 줄포 갯벌생태관과 상생시켜 부안군 바둑창조도시 개념으로 발 전시켜 가야 할 것이다. 아울러 이　일련의　사업　위에　순장바둑유적 등 문화재 등재도 추진 해야 한다. 이에 대한 국책형 바둑프로젝트가 필요하다.
