The study was researched to explore the role of local governments for overseas Koreans and to pursue a policy proposal. Due to the uncertainty and hypertensity of the security situation in the Korean Peninsula, it is making us more difficult for China's limit order Korea and Japan's hate speech. It is also hard hit by the economic and cultural impacts of the lives of Overseas Koreans and Koreans. We looked at what the role of the local government has been and discussed in the future. Summarize the results below. First, the role of local governments related to Overseas Koreans showed little legal and institutional support. Foreign missions abroad were found to be largely responsible for the central government, and they were found to give up. Even the local government's policy on Overseas Koreans has focused on exchanges and cooperation, and was not expected to satisfy the needs of overseas Koreans as an actor. Second, the local government's policy on foreign residents was put to emphasis on foreign policy. The policy consideration for ethnic Koreans residing in Korea was insufficient. Therefore, it is suggested to fundamentally redefine the direction of foreign policy toward foreign residents in the future, thus allowing the local government to establish a policy led by the local government, which is led by the local government. Third, the local government should seek roles in limited categories of security and national interests in conflicts between countries, but the reality is not the reality. We will have to benchmark ourselves if we pool our wisdom to bring profits to the interests of overseas Koreans and their homeland, as well as profit margins. Fourth, it is difficult to expect good results if the organization and the budget are not organized to implement, even if the best policies and institutions are prepared. If the establishment of the overseas legal system is organized by the establishment of a legal system, the establishment of a legal system for overseas Koreans, and the establishment of a budget, it is expected that the implementation of the policy will be implemented in the implementation of the policy of overseas ethnic Koreans. 이 연구는 재외동포에 대한 지방정부의 역할을 고찰하여 정책적 제언을 하고자 연구 되었다. 최근 한반도 안보정세의 초불확실성과 초긴장성에 맞물려 중국의 한한령과 일본 의 헤이트 스피치로 인해 우리를 더욱 어렵게 하고 있다. 경제 및 문화적 타격은 물론 재외동포들의 삶 자체에도 직접적인 타격을 맞고 있다. 이에 대해 그간의 지방정부의 역 할이 어떠했는지를 살펴보고, 향후 어떠한 방향으로 나아가야 할지 고찰하였다. 그 결과 를 요약하면 다음과 같다. 첫째, 재외동포와 관련한 지방정부의 역할을 보면 기대할만한 법적, 제도적 뒷받침이 거의 없는 것으로 나타났다. 재외동포 업무는 중앙정부의 소관으로 인식하고 거의 손을 놓고 있음이 밝혀졌다. 일부 지자체에서 추진하고 있는 재외동포 관련 정책도 교류와 협 력사업에 치중한 나머지, 행위자로서 재외동포의 요구충족 달성을 기대할 수준은 아니었다. 둘째, 재외동포와 관련한 지방정부의 정책은 외국인 정책에 주안을 두고 있었다. 국내 에 체류 중인 외국국적동포에 대한 정책적 고려는 미흡한 수준이었다. 따라서 향후 재외 동포 정책의 방향을 근본적으로 재정립하여 일본의 경우처럼 지방정부가 주도하는 재외 동포 정책을 펼 수 있기를 제언한다. 셋째, 지방정부는 국가 간 안보와 국익의 충돌 시에도 제한된 범주에서 역할을 찾아 행위자로서 소임을 다해야 하나 현실은 그렇지 않았다. 재외동포의 이익과 모국, 거주국 의 이익이 윈-윈 상태로 되도록 지혜를 모은다면 얼마든지 좋은 정책을 펼칠 수 있을 것이므로 우리도 이를 벤치마킹해야 할 것이다. 넷째, 아무리 좋은 시책과 제도가 준비되었다 하더라도 이를 시행하는데 필요한 조직 과 예산이 편성되지 않는다면 좋은 결과를 기대하기 힘들다. 향후 재외동포법 통과와 맞 물려 법적 제도적 장치인 재외동포청 설립, 그에 따른 예산편성 등이 이루어진다면 재외 동포 관련 정책 시행에도 탄력을 받을 것으로 예상된다. 따라서 하루속히 법령의 통과가 이루어져야 할 것이다. 또한 재외동포에 대한 관심과 지속적인 연구, 정책 발굴 및 제언이 계속되어야 할 것이다.
