The purpose of this study is to apply the multidimensional analytical model to the process of South - North exchange and cooperation, the only divided nation on the planet. The results of this study are as follows: First, the policy goals of inter - Korean exchange and cooperation in the Normative Dimension are the promotion of mutual exchange. Although the value of the policy by the regime fluctuated, it was analyzed that the promotion of inter - Korean exchange cooperation should be consistent. Second, we analyze the Structural Dimension of inter - Korean exchange and cooperation project of local governments under the statutory restrictions and institutional arrangements of the central government. As the ideology of the regime changes, the interactions of the local governments also share the same or different directions. Third, we examined the system and structure of inter - Korean exchanges and cooperation in a Constituentive Dimension. As a result of the analysis, there were significant differences among the local governments. Fourth, policy implication could be derived from the Technical Dimensionl based on the policy evaluation. ⅰ) Is the business continually expandable? ⅱ) Is it a business where residents can participate directly? ⅲ) Is it possible to switch from humanitarian assistance to inter-Korean exchange and cooperation projects? ⅳ) Is there a system?

본 연구는 지구상 유일한 분단국가인 대한민국, 그 중에서도 지방자치단체의 남북교류협력의 변화과정을 다차원적 분석모형을 적용하여 살펴보는 데에 그 목적이 있다. 이를 통하여 중앙정부의 남북교류협력의 변화과정과 그 영향관계에 있을 것으로 추정되는 지방자치단체의 남북교류협력의 실질적 사업추진내역과 운영과정을 살펴봄으로써 향후 지방자치단체가 남북교류협력을 준비할 때 무엇을 고려해야하는지에 대한 방향성을 제시하고자 한다. 연구 결과 첫째, 규범적 차원에서 남북교류협력의 정책목표는 상호교류의 촉진이며, 정권별 규범적 차원의 정책가치는 변동이 있었으나 남북교류협력의 사업추진 및 재개는 일관성을 지녀야 할 것으로 파악되었다. 둘째, 중앙정부의 법령제약 및 제도적 장치 하에서 지방자치단체 남북교류협력의 영향관계를 구조적 차원에서 각 지방자치단체 남북교류협력 사업추진에 대한 사례분석을 통해 접근한 결과, 정권의 변화에 따라 지방자치단체의 교류는 맥락을 같이하기도 혹은 달리하기도 한 것으로 나타났다. 셋째, 남북교류협력이라는 정책독점적 상황에서 주도적으로 참여한 주체에 대한 구성적 접근결과, 남북교류협력의 추진체계 및 구조는 지자체별로 상당한 차이를 보이고 있었으며, 넷째 그 동안의 지방자치단체의 남북교류협력의 개별 사업별 평가에 근거하여 살펴본 기술적 차원에서는 정책함의를 도출 할 수 있었다. 구체적으로 보면 사업이 지속적으로 확장가능한가?, 주민이 직접 참여할 수 있는 사업인가?, 개발지원 즉 인도적 지원에서 남북교류협력 사업으로의 전환가능성이 있는가? 에 대한 기준의 설계를 제안할 수 있다.
