With the abolition of the fund raising system for the literary promotion fund by the Constitutional Court ruling in 2003, fund raising was stopped from 2004 and the annual income of 40 billion won was lost. As a result, it will be depleted in 2018. There is a high possibility that government support for culture and arts industry will be shrinking due to the depletion of literary funds. However, it is necessary to minimize the market failure through the public support as the area where the market failure is most occurred due to the low productivity and external effects of culture and art, public goods, and government asymmetry. 2003년 헌법재판소 위헌판결로 문예진흥기금에 대한 모금제도가 폐지되면서 2004년부터 모금이 중단되어 연간 400억 원 규모의 수입이 사라지게 되었다. 이후 현재까지 이렇다 할 재원확충 방안 없이 사업비의 부족분을 기금에서 사용하고 있다. 이렇다 보니 2018년에는 고갈될 상황이다. 문예기금의 고갈로 인해 문화예술계에 대한 정부의 지원이 위축될 가능성이 크다. 하지만 문화예술의 낮은 생산성과 외부효과, 공공재, 정부의 비대칭성으로 인하여 시장실패가 가장 많이 발생하는 영역으로 공공지원을 통하여 시장 실패를 최소화할 필요가 있다. 따라서 본 연구의 목적은 모금제도(부담금 및 기부제도)의 도입을 통하여 기금 재원 확충에 대한 자구책 마련 및 국고 출연 및 모금제도 도입 방안에 대한 심층적 분석을 통해 실현 가능한 대안을 모색하기 위함이다. 이를 위해서 영국과 프랑스의 문화예술 지원 방안에 대한 사례검토를 통해 우리나라의 문예진흥기금 확보방안을 제시하였으며 내용은 다음과 같다. 첫째, 1973년부터 2002년까지 국고 출연 전례가 있어 국고를 출연하는 방안, 둘째, 타 기금(관광진흥개발기금, 국민체육진흥기금, 복권기금)을 활용한 문예기금 출연방안이다.
