The purpose of this study is to analyze residents' perception on lifelong learning and provide basic materials which is needed to explore ways for activating lifelong learning in basic local government authority level. Based on previous research and relevant documents, a questionnaire was made. The questionnaire was distributed to 450 residents in Saha-gu, Busan and collected. Among the collected questionnaires, the questionnaires from 392 residents were used in final analysis. Main results were as the follows. Most residents reported that lifelong learning in life needs and the reason is ‘for self-actualization'. They mostly chose ‘learning of knowledge and information' as a purpose of lifelong learning participation. They mostly chose ’program operational time is not good' as thing that make lifelong learning program participation difficult. They mostly chose ‘program theme and content' as criterion for considering lifelong learning participation in the future, and ’culture and art education' as lifelong learning program area number one for considering participation. And they mostly chose ‘Saha-gu Office(lifelong learning institute)' as institute and facility operating lifelong learning program for considering participation in the future. Based on these results, some ways for activating lifelong learning and political implications in local level were discussed.

이 연구의 목적은 주민들의 평생학습에 대한 인식을 조사․분석하여 지역수준에서 평생학습을 활성화하기 위한 정책적 시사점을 제공하는 것이다. 선행연구 및 관련 자료에 기초하여 제작된 설문지를 450명의 부산광역시 사하구 주민들을 대상으로 실시하여 392명을 최종분석에 사용하였다. 주요결과를 살펴보면, 대다수의 주민들은 생활 속에서 평생학습이 필요 또는 매우 필요하다고 인식하였으며, 평생학습이 필요한 이유로 ‘자아실현을 위해서’를 가장 많이 선택하였다. 그리고 주민들은 평생학습의 참여 목적으로 ‘지식 및 정보의 습득’을 가장 많이 선택하였으며, 평생학습 프로그램 참여를 힘들게 하는 것으로 ‘프로그램 운영 시간대가 맞지 않아서’를 가장 많이 선택하였다. 주민들은 향후 평생학습 프로그램 참여 시 고려기준으로 ‘프로그램 주제 및 내용’을 가장 많이 선택하였으며, 향후 참여하고 싶은 평생학습 프로그램 영역 1순위로 ‘문화예술교육’을 선택하였고, 향후 참여하고 싶은 평생학습 프로그램의 운영기관 및 시설로는 구청 평생학습관을 가장 많이 선택하였다. 이러한 결과를 토대로 지역수준에서 평생학습을 활성화하기 위한 방안 및 정책적 시사점 등이 논의되었다.
