The purpose of this research are to assess the issues on the social conflicts and human displacement has massive and persistent social costs. Social conflicts in countries such as Iraq, Libya, Yemen and, Syria, in addition to tragic loss of life and physical destruction, have caused tremendous recessions, driven up inflation, worsened fiscal and administrative positions, and damaged institutions. In addition, the destructive effects of the conflict have spilled over into neighboring countries such as Lebanon, Jordan, Turkey and even Europe countries. The actual policy focuses on keeping economic and social institutions, concentrating on financial sector to serve basic public interest, and using optimistic policies to secure the social recovering. However, policies are often difficult to implement, requiring alternative measures. In this paper, we conclude that the Middle east countries should make challenging policy about access to labor markets and social programs, as well as measures for their own national competitiveness to struggle with poverty and unemployment. To eliminate the social conflict, countries across the region should speed up the comprehensive supports aimed at national compatitiveness and social intrgration.

사회갈등은 행정체계의 존립을 위협하고, 개별 국민의 역량뿐만 아니라 국가체제를 침식시킬 수 있다. 세계화시대에 사회갈등 현상은 한 국가의 내부적인 정치 및 사회조건뿐만 아니라, 국제 관계에 있어 일국의 타국에 대한 정치적, 경제적 편익이 상존하기 때문에 발생한다. 이라크의 경우, 미국의 이라크 침공으로, 시리아는 튀니지의 시민혁명과 같은 외부 충격에 의해서 사회갈등이 촉발되었다. 지속적으로 발생하는 사회갈등에 대해 대내외적 환경을 고려한 다층적 갈등관리 조건분석을 통하여 대응전략을 모색하여야 한다. 또한 지속가능한 성장에 토대가 될 수 있는 사회통합의 대안을 도출할 필요가 있다. 본 연구에서는 중동지역에 발생되고 있는 일련의 사회갈등 과정을 고찰하고, 선행연구와 비교하여 문제의 원인을 확인하였다. 중동의 사회갈등은 주변국을 넘어서 유럽으로 파장이 확산되고 있다. 유럽국경을 넘은 아랍난민은 170만 이상이고, 300만 명의 난민이 터키의 난민촌에서 경제활동을 중단한 상태에 있다. 우리나라에서 발생하는 사회갈등은 중동국가 처럼 극단적이지 않으며 정치적 상황도 매우 상이하다. 그러나 국내에 유입되는 이슬람 이주민이 증가하는 상황이고, 한반도를 둘러싼 동북아의 질서 혹은 가치충돌에 따른 분쟁 및 갈등이 우리경제 및 사회질서에 영향을 줄 가능성이 상존한다는 점에서 의미를 가진다. 중동지역 내에서 발생하는 분쟁이 국제적으로 영향을 받고 있는 상황을 고려하여, 해당 국가의 정책적 대안을 평가하고 이에 대한 시사점을 도출하였다.
