The purpose of this study is to find a way to utilize peacefully the borderland between North and South Korea. In this study, the present state of resource management in the borderland between the South and the North in terms of political, military, legal, institutional, and socio-economic dimensions was analyzed and the following conclusions were obtained. First, In the political and military dimension, the inter-Korean borderland should be built on trust. This means that progress should be made through regularization of inter-Korean Red Cross talks. Second, From the legal and institutional point of view, the inter-Korean border region should establish integrated management of local governments. It suggests the activation of the policy review committee of the border area discussed in the borderland support law and the establishment of the governance to operate the border specialization development district effectively. Third, On the socio-economic level, the inter-Korean borderland should be recognized as an outpost of reunification. This is because the inter-Korean borderland has economic development potential and value as an eco-tourism resource. It is necessary to look at the inter-Korean borderland as the outpost of the coming reunification era.

본 연구는 남북 접경지역을 평화적으로 활용할 수 있는 방안을 모색하는 것에 목적이 있다. 본 연구는 정치･군사적 차원, 법률･제도적 차원 그리고 사회･경제적 차원에서 남북 접경지역 자원관리 현황을 분서하고 다음과 같은 결론을 얻을 수 있었다. 첫째, 정치･군사적 차원에서 남북 접경지역은 신뢰 구축이 전제되어야한다. 이는 남북적십자회담의 정례화를 통해 점진적인 과정으로 추진되어야 함을 의미한다. 둘째, 법률･제도적 차원에서 남북 접경지역은 지방자치단체의 통합적 관리를 구축해야한다. 접경지역지원법에 논의되고 있는 접경지역정책심의위원회 활성화 및 실질적인 접경특화발전지구 운영을 위한 거버넌스 구축을 제안한다. 셋째, 사회･경제적 차원에서 남북 접경지역은 통일의 전초기지로서 인식이 제고되어야한다. 남북 접경지역은 지역개발의 경제적 발전가능성과 생태･관광자원으로서 가치를 지니고 있기 때문이다. 남북 접경지역을 앞으로 다가올 통일시대의 전초기지로 바라볼 필요가 있다.
