Since the North Korean Threat is being magnified as North Korea keeps testing nuclear weapons and ICBM level missiles, economic sanctions have been imposed against them by the international society. While recent UN Security Council’s Resolutions 2270 and 2371 include stronger sanction measures, there is still controversy on the effectiveness of the resolutions. Debates on the effectiveness of the economic sanctions mainly focus on the role of third-party participants of the sanctions rather than on the relationship between directly involved countries. While sanctions can be pursued more efficiently when the sanctionist is one country, sanctions would be considered more legitimate when the sanctions are imposed through multilateral consensus among countries. When third-party sanction participants have close relations with the sanctioned country, the third-party countries would play a key role in increasing the effectiveness of the sanctions. In the case of the North Korean Nuclear Issues, China and Russia would play such roles. This article would like to test the effectiveness of UNSCR 2270 and 2371 in the theoretical perspectives.

북한의 연이은 핵실험과 ICBM급 미사일 시험발사로 동북아지역에서 북한위협론이 새삼 부각되면서 북한의 도발에 대한 효과적인 대응방안으로 경제제재가 추진되고 있다. 최근 유엔안보리의 대북제재 2270과 2371호는 과거에 비해서 매우 강력한 내용을 담고 있지만, 그 효과에 대해서는 많은 논란이 있다. 경제제재의 효과에 대한 이론적 논의는 주로 경제제재를 가하는 주도국과 경제제재의 대상국의 관계보다는 이들 사이의 경제제재 동참국의 역할과 관련된 것들이다. 경제제재를 가하는 주체가 단일국가인 경우 제재를 가하는 데에 효율성을 기할 수 있는 반면에, 국제기구를 통한 다원적 제재의 경우에는 제재의 정당성을 확보할 수 있다는 장점이 있다. 제재동참국이 제재대상국과 특수한 관계에 있는 경우, 제재동참국의 역할이 제재의 효과성을 제고하는 데에 결정적 역할을 하게 된다. 북한의 경우에 중국과 러시아가 바로 이러한 역할을 하게 될 것이다. 이 논문은 이러한 이론적 논의를 바탕으로 최근 행해지고 있는 대북제재의 효과성을 검증해보고자 한다.
