The countermeasures against the cyber threats of the South Korea are inevitably strengthened because of the variable of North Korea. However, it is necessary to deeply discuss whether the response system against cyber threats focused on security overly is the best or not. The purpose of this research is to raise the question of the awareness of cyber threats that are hardened by security views, at the same time, to present the direction of countermeasures against cyber threats from the viewpoint of ‘cyber peace’. To attain this end, this paper will urge a change to broad awareness to pursue peace in cyberspace through applying J. Galtung’s peace theory to the cyberspace. Therefore, this research has argued that ‘negative cyber peace’ pursues by constructing the response system against cyber threats focused on security perspective, and ‘positive cyber peace’ pursues through responses against the more diverse cyber threats or infringements to be raised in social and personal aspects. In conclusion, this paper raises questions about cyber security discourse and strategy and presents the necessity and policy direction of a comprehensive response to various cyber threats facing individuals and society.

한국의 사이버 위협에 대한 대응은 북한이라는 변수 때문에 안보적 접근 강화가 불가피한 측면이 있다. 그러나 안보적 시각에 과도하게 초점을 맞춘 사이버 위협 대응체계가 최선인지에 대해서는 깊이 있는 토론이 필요하다. 이 연구는 안보적 시각에 경도된 사이버 위협의 인식 문제를 제기하면서 ‘사이버 평화’의 시각에서 사이버 위협에 대한 대응 방향을 제시하는 것을 목적으로 한다. 이를 위해서 이 글은 갈퉁(J. Galtung)의 평화론을 사이버공간에 적용하여 ‘소극적 사이버 평화’는 안보적 시각에 초점을 맞춘 사이버 위협 대응체제 구축을 통해 추구하고, ‘적극적 사이버평화’는 사회적이고 개인적인 측면에서 제기되는 훨씬 다양한 사이버 위협과 침해에 대한 대응을 통해 추구해야 한다는 점을 주장할 것이다. 결론적으로 이 글은 안보적 시각에 경도된 사이버 안보 담론과 전략에 대한 문제를 제기하고, 개인과 사회가 직면하게 되는 다양한 사이버 위협에 대한 포괄적 대응의 필요성과 정책 방향을 제기하고 있다.
