The main purpose of this paper is to review Jeju local government’s peace establishment program, referred to as ‘Island of World Peace’, and suggest tasks to activate it in terms of the spread of peace culture. In general, it is regarded that the goal of ‘Island of World Peace’ is to upgrade the life of Jeju people and to contribute to peace and prosperity in the region of Northeast Asia, including the Korean peninsula. However, considering the current situation of differing interpretations of the meaning and direction of ‘Island of World Peace’, it is significant to find some ways to activate the project. For the realization of Jeju ‘Island of World Peace’, it is necessary to make a paradigmshift from the external conditions for peace into the cultivation of peaceful mind of Jeju people. In this vein, the grand project of ‘Island of World Peace’ should try to focus on the establishment and spread of peace culture in Jeju society. The future of ‘Island of World Peace’ will depend on the educational practice for peace competency of the Jeju people with the global, peaceful, ecological mind and attitude.

이 글은 제주의 세계평화의 섬 추진 프로그램에 대한 비판적 논의를 기반으로 이를 활성화할 수 있는 방안을 평화문화 확산의 관점에서 제시하는데 그 목적이 있다. 제주의 세계평화의 섬 추진 계획은 제주민의 삶의 질을 제고하고 한반도와 동북아 역내의 평화와 번영을 증진하기 위한 시도라고 할 수 있다. 하지만 2005년 세계평화의 섬 지정 이후 제주 사회는 평화의 의미와 ‘세계평화의 섬’의 실체를 둘러싸고 다양한 논의가 개진되면서 갈등적 양상을 보이고 있다. 이러한 상황에서 세계평화의 섬의 추진 과정을 되돌아보고 이를 활성화하기 위한 방안을 전향적으로 검토하는 것은 중요한 의미가 있다. 세계평화의 섬의 성공적 추진을 위해서는 평화를 위한 외적 조건에 대한 논의에서 벗어나 제주민의 평화의식을 함양하기 위한 방안에 주목해야 한다. 이러한 맥락에서 거대담론으로서의 세계평화의 섬 프로그램은 제주인과 제주 사회 내의 평화문화 창출과 확산에 보다 진력할 필요가 있다. 따라서 세계평화의 섬 제주의 바람직한 미래를 위해서는 지구적, 생태학적, 평화적 의식과 태도를 지닌 제주 사람들의 평화역량을 강화하기 위한 교육적 노력이 무엇보다 중요하다.
