As leading paper for the wrap-up session, this paper identifies five major issues in Korea's housing policies, reviews contrasting ideas regarding the issues, and adds a few personal comments for further discussion. The first issue is a fundamental question about role division between the market and the government. The other four issues are more relevant to specific policies: whether the price bubble has led recent housing inflation; whether steep real estate tax increases are justifies; how land supplies can be secured to build more houses; and how the development gains should be divided among various players in the development process.We find that, partly for political reasons, the government has been eager to intervene in the housing market even when it did not fully understand the nature of the problem and/or effects of policy measures. We recommend specific policies, but the general principle is that capital should be allowed to flow more freely into the housing sector.

이 논문은 종합적인 시각에서 우리나라 부동산 정책과 관련된 다섯 가지의 핵심적인 쟁점들과 그에 대한 상반적 시각들을 소개하고 필자의 개인적 논의를 덧붙인다. 첫 번째 쟁점은 정부가 부동산 시장에 어떤 근거로 개입할 당위성이 있는가의 문제이다. 장단기 주택가격 동향을 바탕으로 형평성 및 효율성 차원에서 개입이 필요했는가를 검토한다. 나머지 네 개의 쟁점은 개별 정책들과 관련된 것으로 부동산 가격거품의 존재 문제, 부동산 세부담 강화의 문제, 택지공급의 활성화 문제, 그리고 개발이익의 분배 문제이다. 우리는 개별 정책들의 개선방안에 대해서도 논의하지만, 주택부문에 자본의 흐름이 원활하도록 하는 정책기조가 확립되어야 한다는 것이 가장 중요한 정책방향이다.
